April 12, 2022 <br /> <br /> <br /> Of the amount re-appropriated by Ordinance 2021-89, $502,867 was categorized <br />as “encumbered but unexpended” prior to July 1, 2021. <br /> <br /> The PPS Annual Comprehensive Financial Report for FY 2021 was completed and <br />presented to the School Board on December 7, 2021. The report determined that the <br />actual amount of PPS General Fund money that was “encumbered but unexpended” prior <br />to July 1, 2021, was $1,049,890. <br /> <br /> Accordingly, on March 24, 2022, the Portsmouth Public School Board adopted a <br />Resolution requesting that City Council re-appropriate additional funding from the FY <br />2021 PPS General Fund Budget that was encumbered but unexpended prior to July 1, <br />2021 in the amount of $547,023. <br /> <br /> The purpose of the requested re-appropriation is to increase the amount of <br />“encumbered but unexpended” funds re-appropriated by the City from the amount re- <br />appropriated by Ordinance 2021-89 ($502,867) to the amount identified by the PPS <br />Annual Comprehensive Financial report for FY 2021 ($1,049,890). <br /> <br />Discussion: <br /> <br /> <br /> City Council Ordinance 2020-38 states “all unspent appropriations under this <br />ordinance or any ordinance appropriating funds for the FY 2021 Portsmouth Public <br />Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 of <br />the Code of Virginia.
