April 12, 2022  Of the amount re-appropriated by Ordinance 2021-89, $502,867 was categorized as “encumbered but unexpended” prior to July 1, 2021.  The PPS Annual Comprehensive Financial Report for FY 2021 was completed and presented to the School Board on December 7, 2021. The report determined that the actual amount of PPS General Fund money that was “encumbered but unexpended” prior to July 1, 2021, was $1,049,890.  Accordingly, on March 24, 2022, the Portsmouth Public School Board adopted a Resolution requesting that City Council re-appropriate additional funding from the FY 2021 PPS General Fund Budget that was encumbered but unexpended prior to July 1, 2021 in the amount of $547,023.  The purpose of the requested re-appropriation is to increase the amount of “encumbered but unexpended” funds re-appropriated by the City from the amount re- appropriated by Ordinance 2021-89 ($502,867) to the amount identified by the PPS Annual Comprehensive Financial report for FY 2021 ($1,049,890). Discussion:  City Council Ordinance 2020-38 states “all unspent appropriations under this ordinance or any ordinance appropriating funds for the FY 2021 Portsmouth Public Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 of the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be deemed unspent appropriations that will require re-appropriations by the City Council.”  Re-appropriation Request of Encumbered Funds: PPS is requesting the re- appropriation of encumbered funds in the amount of $547,023.  The following table shows the impact of the proposed re-appropriation to the FY 2022 PPS General Fund: FY 2022 PORTSMOUTH PUBLIC SCHOOLS GENERAL FUND Current Change in Appropriation Revised Appropriation Appropriation $171,679,637 $547,023 $172,226,660 Financial Impact:  This is a re-appropriation of previously appropriated FY 2021 PPS General Fund dollars.  The FY 2022 PPS General Fund Budget appropriation will increase by $547,023. Recommended Action:  Adoption of the ordinance Next Steps Following Council Action:  The Finance Departments for the City and Schools will complete the necessary budget adjustments. Motion by Mr. Barnes, and seconded by Mr. Battle, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO RE-APPROPRIATE FUNDS IN THE AMOUNT OF $547,023 THAT WERE ENCUMBERED BUT UNEXPENDED PRIOR TO JULY 1, 2021 FROM THE FY 2021 PORTSMOUTH PUBLIC SCHOOLS GENERAL FUND BUDGET TO THE FY 2022 PORTSMOUTH PUBLIC SCHOOLS GENERAL FUND BUDGET.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 22 - 113 - Adoption of an ordinance to appropriate grant funds in the amount of $71,846,799 to the FY 2022 Portsmouth Public Schools Grants Fund Budget.
