April 12, 2022 Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the appropriate budget adjustments. Motion by Ms. Lucas-Burke, and seconded by Mr. Woodard, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $1,000 FROM THE VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2022 SOCIAL SERVICES FUND FOR CHILD ABUSE PREVENTION PUBLIC AWARENESS ACTIVITIES.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 22 - 111 - Adoption of an ordinance accepting with appreciation a donation of $200.00 to The Department of Social Services (DSS) from The Portsmouth Chapter of the National Drifters, Incorporated and appropriating said funds to the FY 2022 Social Services Fund for use by DSS to support our Food Pantry. Discussion:  DSS received a check from the Portsmouth Chapter of the National Drifters, Incorporated, in the amount of $200.  The donated funds are to be utilized for the Department of Social Services’ Food Pantry. Financial Impact:  The funding available to assist citizens in need would increase by $200. Recommended Action:  Adoption of the ordinance. Motion by Mr. Barnes, and seconded by Mr. Battle, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING WITH APPRECIATION A DONATION IN THE AMOUNT OF $200 FROM THE PORTSMOUTH CHAPTER OF THE NATIONAL DRIFTERS, INCORPORATED AND APPROPRIATING SAID FUNDS TO THE FY 2022 SOCIAL SERVICES FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES TO SUPPORT THE FOOD PANTRY.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 22 - 112 - Adoption of an ordinance to re-appropriate funds in the amount of $547,023 that were encumbered but unexpended prior to July 1, 2021, from the FY 2021 Portsmouth Public Schools General Fund Budget to the FY 2022 Portsmouth Public Schools General Fund Budget. Background:  On May 11, 2021, City Council appropriated $168,076,770 for the FY 2022 General Fund Budget for the Portsmouth Public Schools.  At the request of PPS, by Ordinance 2021-89 adopted on September 28, 2021 City Council re-appropriated funding in the amount of $3,602,867 that was unexpended prior to July 1, 2021 from the FY 2021 PPS General Fund Budget to the FY 2022 PPS General Fund Budget.
