April 12, 2022 <br /> <br />Background: <br /> <br /> Prior to 2010, all one-way streets within the city were specifically listed in Division <br />2 of Article VII of Chapter 22 of the City Code. <br /> <br /> In March 2010, City Council amended the City Code to delete the specific listing <br />of one-way streets in Division 2. <br /> <br />Discussion: <br /> <br /> Presumably the intent of the March 2010 Code Amendment was to authorize the <br />City Manager to designate streets as one-way on an as-needed basis, rather than <br />requiring City Council to adopt a formal Code amendment for every designation. <br /> <br /> However, the Code sections immediately preceding Division 2 (Division 1) were <br />not amended and still contain references to the deleted Division 2. <br /> <br /> This has resulted in a lack of clarity in the City Code regarding the designation of <br />one-way streets. <br /> <br /> The proposed Code Amendment modifies Division 1 to clarify that the City <br />Manager has authority to designate streets as one-way, and to cause the placement of <br />appropriate signage. <br /> <br />Financial Impact: <br /> <br /> <br /> None. <br /> <br />Recommended Action <br /> : <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action <br />: <br /> <br /> <br /> The City Manager will designate streets as one-way when necessary or advisable. <br /> <br />Motion by Mr. Barnes, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO AMEND DIVISION 1 OF ARTICLE VII OF CHAPTER 22 OF THE <br />CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (ONE-WAY STREETS) BY <br />AMENDING SECTIONS 22-451, 22-452, AND 22-453 TO CLARIFY THE PROCESS <br />FOR ESTABLISHING ONE-WAY STREETS.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 110 - Adoption of an ordinance accepting funding from the Virginia Department <br />of Social Services (VDSS) in the amount of $1,000.00 and appropriating said <br />amount in the FY 2022 Social Services Fund for Child Abuse Prevention Public <br />Awareness activities. <br /> <br />Background: <br /> <br /> Prevention services are an extension of VDSS’s continued efforts to embrace a <br />kin-first and family engagement practice model. Prevention services are an integral part <br />of the continuum of all child welfare services and are visible in all respective program <br /> <br />areas, including protective services. <br /> <br /> Local Departments of Social Services could request up to $1,000 for public <br />information activities that focus on the healthy and positive development of parents and <br />children and promotion of child abuse and neglect prevention activities during April (Child <br /> <br />Abuse Prevention Month). <br /> <br />Discussion: <br /> <br /> <br /> This funding is intended to raise awareness of Child Abuse Prevention by hosting <br />community events and providing informational resources that focus on prevention of child <br /> <br />abuse and neglect. <br /> <br /> <br /> Portsmouth was awarded $1,000. <br /> <br />Financial Impact: <br /> <br /> No local match is required. <br /> <br /> <br /> <br /> <br />
