<br /> "Enclosed for your review are boundary maps and proposed resolutions for the six conserva
<br />tion districts and two of the three plan amendments that were the subject of a public hearing
<br />on February 11, 1986.
<br />
<br /> Staff of the Portsmouth Redevelopment & Housing Authority met with ~itizens and groups
<br />expressing concerns at the public hearing and have revised the project boundaries of the Port
<br />Norfolk Conservation District to meet citizen requests. At its meeting of February 25, 1986,
<br />the Board of Commissioners of portsmouth Redevelopment & Housing Authority approved the plans
<br />for Brighton, Prentis Park, Ebony Heights, West Park View, East Park View and Port Norfolk
<br />Conservation Districts. Additionally, plan amendments for the Twin Pines and Crawford Project
<br />were approved. Copies of these resolutions are also enclosed.
<br />
<br /> Action on the Southside Plan Amendment No. 4 postponed to the Commissioners meeting of
<br />March 11, 1986. An agreement is being negotiated with the New Mt. Vernon Baptist~Church for
<br />the acquisition of church owned land during 1986. Staff of the Housing Authority are confi-
<br />dent that the negotiations can be successful.

<br /> On motion of Mr. Gray and seconded by Mrs. Lucas, the following resolution was adopted,
<br />and by the following vote~
<br />
<br />(a) "A RESOLUTION APPROVING AMENDMENT NO. 1 TO THE TWIN PINES REDEVBLOP}~ENT PLAN FOR
<br /> THE TWIN PINES REDEVELOPMENT PROJECT.
<br />
<br /> WHEREAS, this Council by resolution adopted June 9, 1981, approved a Redevelopment Plan
<br />for the Twin Pines Redevelopment Project, Portsmouth, Virginia; and
<br />
<br /> WHEREAS, there has been presented to this body for consideration and
<br />an amended Redevelopment Plan for the project area, which plan consis~ of
<br />exhibits; and
<br />
<br />approval, a copy of

<br /> WHEREAS, Amendment No. 1 proposes to add certain property to the project area, designate
<br />certain propertmes within the project area "To Be Acquired"; and initiate a program to provid~
<br />low-interest loans to assist property owners in carrying out rehabilitation work; and
<br />
<br /> WHEREAS, The Pbrtsmouth Redevelopment and Housing Authority has resolved that this
<br />Amendment is in the best interest of the City's renewal effort; and
<br />
<br /> WHEREAS, this Council is cognizant oS the conditions that are imposed by the provisions
<br />of the Housing and Community Development Act of 1974, as amended, including those prohibiting
<br />discrimination because of race, age, color, creed, sex or national origin: and
<br />
<br /> WHEREAS, in the judgment of this Council it is in the interest of the City and its
<br />inhabitants that the sazd Amendment is approved.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br /> 1. That Amendment No. 1 to the Redevelopment Plan for the Twin Pines Project, having
<br />been duly reviewed and considered, it i§ hereby found:
<br />
<br /> (a) That the objectives of the Twin Pines Project, Portsmouth, Virginia, can be
<br />better achieved by the adoption of said Amendment.
<br />
<br /> (b) That Amendment No. 1 for the project area meets the requirements as a Redevelop-
<br />ment Project under Title 36 of the Code of Virginia, 1950, as amended.
<br />
<br /> 2. That Amendment No. 1.to the Plan for the Twin Pines Project, having been duly reviewe
<br />and considered, is hereby approved and the City Clerk is hereby directed to file a ccpy of
<br />said Amendment with the minutes of this meeting."

<br />(b) "A RESOLUTION APPROVING ~MENDMENT NO. 15 TO THE CRAWFORD REDEVELOPMENT PLAN FOR
<br /> THE CRAWFORD URBAN RENEIgALPROJECT.
<br />
<br /> WHEREAS, this Council by resolution adopted August 1, 1967, approved a Redevelopment Plan
<br />for the Crawford Urban Renewal Project, Portsmouth, Virginia; and
<br />
<br /> WHEREAS, there has been presented to this body for consideration and approval, a copy of
<br />an amended Redevelopment Plan for the project area, which plan consists of 15 pages and d
<br />exhibits; and
<br />
<br /> WHEREAS, Amendment No. 18 proposes to designate a Conservation District which will permit
<br />the implementation of a rehabilitation loan program to assist property owners in carrying out
<br />rehabilitation work within the Olde Towne South area and to designate certain properties withi
<br />the project area "To Be Acquired"; and
