<br /> WHEREAS, this Council is cognizant of the conditions that are imposed by the
<br />of the Housing and Community Development Act of 1974, as amended, including those
<br />discrimination because of race, age, color, creed, sex or national origin; and
<br />
<br />provisions
<br />prohibiting
<br />
<br /> WHEREAS, in the judgment of this Council it is in the interest of the City and its in-
<br />habitants that the said amendment be approved.
<br />
<br />NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia:
<br />
<br /> 1. That Amendment No. 1S to the Redevelopment Plan for the Crawford Urban Renewal
<br />Project, having been duly reviewed and considered, it is hereby found:
<br />
<br /> (a) That the objectives of the Crawford Urban Renewal Project, Portsmouth, Virginia,
<br />can be better achieved by the adoption of said Amendment.
<br />
<br /> (b) That Amendment No. 1S to the Crawford Redevelopment Plan meets the requirements
<br />as a Redevelopment Project set forth under Title 36 of the Code of Virginia, 1950, as amended.
<br />
<br /> 2. That Amendment No.
<br />Renewal Project, having been

<br />duly reviewed and considered, is hereby approved and the City
<br />file a copy of said Amendment with the minutes of this meeting.

<br /> On motion of Mrs. Lucas and seconded by Mr. Corprew, the following resolution was adopte¢
<br />and by the following vote:
<br />
<br />(c) "A RESOLUTION APPROVING A CONSERVATION PLAN FOR THE EBONY HEIGHTS CONSERVATION
<br /> PROJECT.
<br />
<br /> WHEREAS, under the provisions of the Housing and Community Development Act of 1974,
<br />as amended, financial assistance ms provided to localities for undertaking and carrying
<br />out community development activities, including the execution of conservation projects:
<br />and
<br />
<br /> WHEREAS, said conservation projects must be approved by the governing body of the
<br />iocalit? in,which the project is situated pursuant to Title 36 of the Code of Virginia,
<br />1950, as amended, and that such approval must include findings by the governing body that:
<br />
<br /> 1. The Conservation Plan will afford maximum
<br />needs of the locality as a whole, for conservation
<br />public enterprise; and
<br />
<br />opportunity consistent with the sound
<br />of the project area by private andZor
<br />
<br /> 2. That Conservation Plan conforms to the general plan for the development of the
<br />locality as whole; and
<br />
<br /> ..WHEREAS~ a plan, identified as the Conservation Plan for the Ebony Heights Conservation
<br />Project (hereinafter referred to as the "Plan"), dated February 1986, and consisting of four
<br />(4) pages and two (2) exhibits and has been referred to this Council for review and approval;
<br />and
<br />
<br /> WHEREAS, the Plan for the conservation project identified as the Ebony Heights Conserva-
<br />tion District [hereinafter call the "Project"[, encompasses the area as described in the
<br />boundary description within the Plan in the City of Portsmouth, State of Virginia 'hereinafter
<br />called the "Locality"[, and delineated on the attached exhibit; and
<br />
<br /> WHEREAS, a study of the project are~ has been made and
<br />area is deteriorating and eligible for conservation pursuant
<br />Virginia: and
<br />
<br />it has been determined that the
<br />to ~itle 36 of the Code of
<br />
<br /> WHEREAS, Portsmouth Redevelopment and Housing Authority has resolved that this Plan is
<br />in the best interest of the City's renewal effort; and
<br />
<br /> WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions
<br />of the Housing and Community Development Act of 1974, as amended, including those prohibiting
<br />descrimination on the basis of race, age, color, creed, sex or national origin; and
<br />
<br /> WHEREAS, in the judgment of this Council, it is in the interest of the City and its
<br />inhabitants that the said plan be approved.
<br />
<br />THEREFORE, BE IT RESCLVED by the Council of the City of Portsmouth:
<br />
<br /> 1. Tkat it is hereby deemed appropriate and in the public
<br />program he carried out in the Ebony Heights neighborhood within
<br />the Ebony Heights Conservation Plan.
