March 8, 2022 <br /> <br /> <br /> To be eligible, residents must be 65 or over or permanently and totally disabled, <br />must have incomes below $50,000, and must have a net financial worth of less than <br />$175,000. <br /> <br />Discussion: <br /> <br /> The maximum income and financial worth levels for eligibility have not been <br />amended since the program was originally adopted 15 years ago. <br /> <br /> Because the cost of living has risen over the past 15 years, it is advisable to adjust <br />the income and financial worth levels so that the program will continue to achieve its goal <br />of allowing seniors and disabled persons to remain in their homes. <br /> <br /> The proposed ordinance amends the program to increase the maximum income <br />limit to $67,000 and the maximum financial worth limit to $350,000. <br /> <br />Financial Impact: <br /> <br /> <br /> The amendment will allow more seniors and disabled persons to participate in the <br />program and will result in a slight decrease in real estate tax revenues received by the <br />City. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> Notice of the revised program will be provided to residents. <br /> <br />1. Box 50141, asked that City Council reduce the tax <br /> <br />rate. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Woodard, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO AMEND DIVISION IV OF ARTICLE III OF CHAPTER 35 OF THE <br />CODE OF THE CITY OF PORTSMOUTH, VIRGINIA (ELDERLY AND DISABLED <br />PERSONS; PARTIAL EXEMPTION FROM REAL ESTATE TAXES) BY AMENDING <br />SECTION 35-173 FOR THE PURPOSE OF INCREASING INCOME AND NET WORTH <br />ELIGIBILITY LIMITS.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 67 - Adoption of an ordinance accepting funding in the amount of $10,542 from <br />the Virginia Department of Social Services and appropriating said amount in the <br />FY 2022 Social Services Fund for Adult Protective Services. <br /> <br />Background: <br />• <br />The Administration for Community Living (ACL) has provided just over $2 million <br />in ARPA funding to the Department for Aging and Rehabilitative Services (OARS) to <br />support the provision of protective and preventative services for vulnerable adults. <br />• <br />OARS and the Virginia Department of Social Services have established a new <br />budget line, 898, and six cost codes that align with ACL authorized services: 89801 <br />APS Purchased Services, 89802 Operating and non­personnel services, 89803 <br />Personnel services, 89804 Home Based chore, 89805 Home Based companion, and <br />89806 Home Based homemaker. <br />Discussion: <br />• <br />This funding is intended to enhance, improve, and expand the ability of Adult <br />Protective Services to investigate allegations of abuse, neglect, and exploitation and <br />to respond to the needs of adults experiencing such abuse, neglect and exploitation. <br />• <br />Portsmouth's allocation is $10,542. <br /> <br />Financial Impact: <br />• <br />No local match is required. <br /> <br /> <br /> <br /> <br />
