March 8, 2022 <br /> <br />Recommended Action: <br />• <br />Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br />• <br />The Finance Department will make the appropriate budget adjustments. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Barnes, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $10,542 FROM THE <br />VIRGINIA DEPARTMENT OF SOCIAL SERVICES AND APPROPRIATING SAID <br />AMOUNT IN THE FY 2022 SOCIAL SERVICES FUND FOR ADULT PROTECTIVE <br />SERVICES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 68 - Adoption of an ordinance accepting Chafee Foster Care Independence <br />Program COVID-19 funding in the amount of $37,032 from the Virginia Department <br />of Social Services and appropriating said amount in the FY 2022 Social Services <br />Fund for the purpose of providing transportation assistance to eligible youth. <br /> <br />Background: <br /> <br /> Supplemental Chafee Foster Care Independence Program funding for older youth <br />in (and formerly in) foster care was authorized by Division X of the federal Consolidated <br />Appropriations Act of 2021 in response to the COVID-19 pandemic. These funds are for <br />eligible young people who experienced foster care at age 14, have attained age 15 or <br />older, and have not yet attained age 23. <br /> <br /> Division X specifically authorizes Chafee funds to be used to provide driving and <br />transportation assistance to eligible youth. The cap is $4,000 per youth/young adult. <br /> <br />Discussion: <br /> <br /> Portsmouth Social Services applied for the Virginia Department of Social Services <br />Transportation Assistance Program and was awarded $37,032 to support youth with <br />driving and transportation costs.
