Freddie Taylor, 5724 Hawthorn Lane, voiced his concern with the lack of funding for <br /> police officers. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Woodard, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING STATE OPIOID RESPONSE GRANT FUNDING IN THE <br />AMOUNT OF $40,000 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL <br />HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID AMOUNT <br />IN THE FY 2022 BEHAVIORAL HEALTHCARE SERVICE FUND FOR SUBSTANCE <br />USE SERVICES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 53 - Adoption of an ordinance appropriating $412,000 from the Fund Balance <br />of the General Fund to the General Government Category of the FY 2022 General <br />Fund Budget for the purpose of completing a procurement disparity study. <br /> <br />Background: <br /> <br /> Disparity Studies study the usage and availability of Minority and Women-Owned <br />Business Entities (MWBE) in municipal procurement. <br /> <br /> The findings of a Disparity Study can be used to support remedial programs (as <br />authorized under Section 12-176 of the City Code) to ensure that MWBEs have a fair <br />opportunity to participate in public procurement. <br /> <br /> <br /> The City’s last Disparity Study was completed in 2015. Under the law, it is <br />necessary to perform new Disparity Studies from time to time to show that the <br />continuation of (or the development of new) remedial programs remains justified. <br /> <br />Discussion: <br /> <br /> The City issued an RFP for the performance of a Disparity Study in November of <br />2021.
