February 22, 2022 <br /> <br /> <br /> City Manager Jones informed City Council that she would provide a report back. <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE APPROPRIATING $412,000 FROM THE FUND BALANCE OF THE <br />GENERAL FUND TO THE GENERAL GOVERNMENT CATEGORY OF THE FY 2022 <br />GENERAL FUND BUDGET FOR THE PURPOSE OF COMPLETING A <br />PROCUREMENT DISPARITY STUDY.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 56 - Report on Pending Items <br /> <br /> <br /> Dorian Finney-Smith provided information on enhancements to the Maplewood <br />basketball courts and a 2-day event tentatively scheduled for June 25-26, 2022, at the <br />Atlantic Union Bank Pavilion. <br /> <br /> <br /> City Manager Jones provided updates for the following: <br /> <br />-Unsolicited bid proposal. <br /> <br />-Mount Calvary Cemetery Complex and Lincoln Cemetery. <br /> <br />-Build a Better America Infrastructure Bill. <br /> <br />-Cavalier Manor concession stands. <br /> <br />-Thank you to Ebenezer Baptist Church. <br /> <br /> Dr. Whitaker asked for an update on the following: <br /> <br /> <br />-SportsPlex development update. <br /> <br />-Hampton Roads Regional Jail purchase. <br /> City Manager Jones provided an update. <br />o <br /> <br /> <br /> City Manager Jones informed City Council that the total investment for Rivers Casino <br />is $300 million. <br /> <br /> <br /> City Manager Jones informed City Council of the passing of House Bill 140 which <br />changes the date of establishment that qualifies historical African American <br />cemeteries for appropriated funds to care for cemeteries prior to January 1, 1900, to <br />prior to January 1, 1948. Staff is in the process of exploring opportunities for funding <br />to support cemeteries. <br /> <br />- New Business - <br /> <br />22 - 54 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />22 - 55 - Items Submitted by Council Members <br /> <br /> Dr. Whitaker asked for and received a consensus of City Council to include career <br /> <br />and technical education as part of the Capital Improvement Program. <br /> <br /> Vice Mayor Barnes asked that the $1.6 million in ARPA funds slated for July for <br /> <br />community grants to address violence be used now to combat violence in the city. <br /> <br /> <br /> Mayor Glover spoke on the following: <br /> <br /> <br />-Big Homies Dreamers Sneaker Gala. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
