February 22, 2022 <br /> <br />Discussion: <br /> <br /> In January 2022 the Virginia Department of Behavioral Health and Developmental <br />Services awarded $12,500 of one-time funding for the virtual Creating Trauma-Sensitive <br />Schools Conference. This will allow BHS to register up to 67 community stakeholders to <br />attend this conference. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding except as may be provided <br />in the Community Services Performance Contract with the Commonwealth approved by <br />City Council resolution R-21-22 adopted on August 10, 2021. Any required local match <br />has previously been appropriated as part of the FY 2022 Behavioral Healthcare Service <br />Fund Budget. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />1. Freddie Taylor, 5724 Hawthorn Lane, voiced his concern with the lack of funding for <br /> police officers. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $12,500 FROM THE <br />VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL <br />SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2022 BEHAVIORAL <br />HEALTHCARE SERVICE FUND FOR THE CREATING TRAUMA-SENSITIVE <br />SCHOOLS CONFERENCE.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 52 - Adoption of an ordinance accepting State Opioid Response Grant funding <br />in the amount of $40,000 from the Virginia Department of Behavioral Health and <br />Developmental Services and appropriating said amount in the FY2022 Behavioral <br />Healthcare Service Fund for Substance Use Services. <br /> <br />Background: <br /> <br /> State Opioid Response (SOR) II grant funding is provided to combat the opioid <br />epidemic and supports evidence-based prevention to address stimulant misuse. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded Portsmouth Department of Behavioral Healthcare Services $40,000 in one-time <br />FY22 SOR II Grant Funding. This will allow Behavioral Healthcare Services to provide <br />opioid misuse prevention, treatment, and recovery services to address the opioid and <br />stimulant misuse and overdose crisis. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding except as may be provided <br />in the Community Services Performance Contract with the Commonwealth approved by <br />City Council resolution R-21-22 adopted on August 10, 2021.
