February 22, 2022 <br /> <br />“ORDINANCE ACCEPTING MATCH FUNDING IN THE AMOUNT OF $1,250 FROM <br />THE WILSON WARD - GOSPORT CIVIC LEAGUE AND APPROPRIATING SAID <br />AMOUNT IN THE MISCELLANEOUS REVENUES CATEGORY OF THE FY 2022 <br />GENERAL FUND BUDGET FOR THE PURPOSE OF IMPROVING THE PARK AT 2715 <br />BAGLEY STREET UNDER THE NEIGHBORHOOD INCENTIVE MATCHING GRANT <br />PROGRAM.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 50 - Adoption of an ordinance accepting funding in the amount of $5,000 from <br />the Virginia Department of Behavioral Health and Developmental Services and <br />appropriating said amount in the FY 2022 Behavioral Healthcare Service Fund for <br />problem gambling prevention services. <br /> <br />Background: <br /> <br /> The Problem Gambling Prevention Program intends to prevent and minimize harm <br />from the expansion of legalized gambling by implementing the Strategic Prevention <br />Framework (SPF) planning model. <br /> <br />Discussion: <br /> <br /> In January 2022 the Virginia Department of Behavioral Health and Developmental <br />Services awarded $5,000 of one-time funding for gambling prevention services. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding except as may be provided <br />in the Community Services Performance Contract with the Commonwealth approved by <br />City Council resolution R-21-22 adopted on August 10, 2021. Any required local match <br />has previously been appropriated as part of the FY 2022 Behavioral Healthcare Service <br />Fund Budget. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />1. Freddie Taylor, 5724 Hawthorn Lane, voiced his concern with the lack of funding for <br /> police officers. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $5,000 FROM THE <br />VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL <br />SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2022 BEHAVIORAL <br />HEALTHCARE SERVICE FUND FOR PROBLEM GAMBLING PREVENTION <br />SERVICES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 51 - Adoption of an ordinance accepting funding in the amount of $12,500 from <br />the Virginia Department of Behavioral Health and Developmental Services and <br />appropriating said amount in the FY2022 Behavioral Healthcare Service Fund for <br />the Creating Trauma-Sensitive Schools Conference. <br /> <br />Background: <br /> <br /> The Creating Trauma-Sensitive Schools Program intends to prevent substance <br />use disorder through an array of strategies, including information dissemination and <br />education, by implementing the Strategic Prevention Framework (SPF) planning model. <br /> <br /> <br /> <br /> <br /> <br />
