February 22, 2022 “ORDINANCE ACCEPTING MATCH FUNDING IN THE AMOUNT OF $1,250 FROM THE WILSON WARD - GOSPORT CIVIC LEAGUE AND APPROPRIATING SAID AMOUNT IN THE MISCELLANEOUS REVENUES CATEGORY OF THE FY 2022 GENERAL FUND BUDGET FOR THE PURPOSE OF IMPROVING THE PARK AT 2715 BAGLEY STREET UNDER THE NEIGHBORHOOD INCENTIVE MATCHING GRANT PROGRAM.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 22 - 50 - Adoption of an ordinance accepting funding in the amount of $5,000 from the Virginia Department of Behavioral Health and Developmental Services and appropriating said amount in the FY 2022 Behavioral Healthcare Service Fund for problem gambling prevention services. Background:  The Problem Gambling Prevention Program intends to prevent and minimize harm from the expansion of legalized gambling by implementing the Strategic Prevention Framework (SPF) planning model. Discussion:  In January 2022 the Virginia Department of Behavioral Health and Developmental Services awarded $5,000 of one-time funding for gambling prevention services. Financial Impact:  No local match is required as a condition of the funding except as may be provided in the Community Services Performance Contract with the Commonwealth approved by City Council resolution R-21-22 adopted on August 10, 2021. Any required local match has previously been appropriated as part of the FY 2022 Behavioral Healthcare Service Fund Budget. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the necessary budget adjustment. 1. Freddie Taylor, 5724 Hawthorn Lane, voiced his concern with the lack of funding for police officers. Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING FUNDING IN THE AMOUNT OF $5,000 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2022 BEHAVIORAL HEALTHCARE SERVICE FUND FOR PROBLEM GAMBLING PREVENTION SERVICES.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 22 - 51 - Adoption of an ordinance accepting funding in the amount of $12,500 from the Virginia Department of Behavioral Health and Developmental Services and appropriating said amount in the FY2022 Behavioral Healthcare Service Fund for the Creating Trauma-Sensitive Schools Conference. Background:  The Creating Trauma-Sensitive Schools Program intends to prevent substance use disorder through an array of strategies, including information dissemination and education, by implementing the Strategic Prevention Framework (SPF) planning model.
