February 22, 2022 At a Regular Meeting of the City Council on Tuesday, February 22, 2022, there were present: Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. Pastor Brian Burgess provided invocation which was followed by the Pledge of Allegiance to the Flag. Mayor Glover called the meeting to order and welcomed all in attendance. Motion by Dr. Whitaker, and seconded by Mr. Moody, to adopt the minutes of a Called Meeting of February 8, 2022, and of a Regular Meeting of February 8, 2022, and was adopted by the following vote: Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None - City Manager’s Report - 22 - 49 - Adoption of an ordinance accepting match funding in the amount of $1,250 from the Wilson Ward - Gosport Civic League and appropriating said amount in the Miscellaneous Revenues category of the FY 2022 General Fund Budget for the purpose of improving the park at 2715 Bagley Street under the Neighborhood Incentive Matching Grant program. Background:  The City of Portsmouth Neighborhood Incentive Matching Grant program provides grants of up to $5,000 to civic leagues for neighborhood improvement projects.  The grants require a 25% match from the civic league.  The Wilson Ward – Gosport Civic League submitted a grant application for $5,000 to improve the park at 2715 Bagley Street and has agreed to provide the required match of $1,250.  Because 2715 Bagley Street is City property, the City will perform the improvements. Therefore, the Civic League has turned the $1,250 match over to the City. The purpose of the proposed ordinance is to appropriate this funding into the Parks & Recreation operating budget so that the project can proceed. Discussion:  Wilson Ward – Gosport Civic League applied for funds to add a bench, concrete pad, solar landscape lights, and landscaping to the park at 2715 Bagley St. Total project cost is $6,250. The City will provide $5,000 of the cost and the Civic League will provide $1,250. Financial Impact:  Public and private funds will be leveraged to improve a neighborhood amenity. Staff Recommends:  Adoption of the ordinance. Next Steps Following Council Action:  The City will complete the Neighborhood Incentive Matching Grant project for Wilson Ward – Gosport Civic League. 1.
