February 22, 2022 <br /> <br />At a Regular Meeting of the City Council on Tuesday, February 22, 2022, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. <br /> <br />Pastor Brian Burgess provided invocation which was followed by the Pledge of <br />Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Dr. Whitaker, and seconded by Mr. Moody, to adopt the minutes of a <br />Called Meeting of February 8, 2022, and of a Regular Meeting of February 8, 2022, and <br />was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />22 - 49 - Adoption of an ordinance accepting match funding in the amount of $1,250 <br />from the Wilson Ward - Gosport Civic League and appropriating said amount in the <br />Miscellaneous Revenues category of the FY 2022 General Fund Budget for the <br />purpose of improving the park at 2715 Bagley Street under the Neighborhood <br />Incentive Matching Grant program. <br /> <br />Background: <br /> <br /> The City of Portsmouth Neighborhood Incentive Matching Grant program provides <br />grants of up to $5,000 to civic leagues for neighborhood improvement projects. <br /> <br /> The grants require a 25% match from the civic league. <br /> <br /> The Wilson Ward – Gosport Civic League submitted a grant application for $5,000 <br />to improve the park at 2715 Bagley Street and has agreed to provide the required match <br />of $1,250. <br /> <br /> Because 2715 Bagley Street is City property, the City will perform the <br />improvements. Therefore, the Civic League has turned the $1,250 match over to the City. <br />The purpose of the proposed ordinance is to appropriate this funding into the Parks & <br />Recreation operating budget so that the project can proceed. <br /> <br />Discussion: <br /> <br /> Wilson Ward – Gosport Civic League applied for funds to add a bench, concrete <br />pad, solar landscape lights, and landscaping to the park at 2715 Bagley St. Total project <br />cost is $6,250. The City will provide $5,000 of the cost and the Civic League will provide <br />$1,250. <br /> <br />Financial Impact: <br /> <br /> <br /> Public and private funds will be leveraged to improve a neighborhood amenity. <br /> <br />Staff Recommends: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City will complete the Neighborhood Incentive Matching Grant project for <br />Wilson Ward – Gosport Civic League. <br /> <br />1. Freddie Taylor, 5724 Hawthorn Lane, voiced his concern with the lack of funding for <br /> police officers. <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br /> <br /> <br /> <br /> <br />
