February 8, 2022 <br /> <br />22 - 38 - Adoption of an ordinance accepting a Byrne Training Equipment Grant in <br />the amount of $18,062 from the Virginia Department of Criminal Justice Services <br />and appropriating said amount in the FY 2022 Grants Fund for use by the <br />Portsmouth Police Department. <br /> <br />Background: <br /> <br /> JAG funds allow states and units of local government to support a broad range of <br />activities to prevent and control crime based on their own state and local needs and <br />conditions. <br /> <br /> The Portsmouth Police Department has been awarded grant funding in the amount <br />of $18,062 from the DCJS to provide funds to purchase new polygraph machines and <br />video / photo equipment for the Police Public Information Officer. <br /> <br /> Estimated revenue in the FY 2022 Grants Fund is increased by $18,062. <br /> <br />Discussion: <br /> <br /> A polygraph test is part of the police hiring process background checks. PPD also <br />conducts polygraph tests for Fire Department and EMT candidates Our current polygraph <br />machines are past the expected lifespan and are in constant need of maintenance to <br />remain operational. <br /> <br /> A key aspect of PPD’s community engagement is our online and social media <br />presence. The funded equipment will produce videos and photos for a variety of formats <br />and platforms including recruitment videos, Chief forums, community safety videos, and <br />video news releases. <br /> <br />Financial Impact: <br /> <br /> <br /> A local match in the amount of $6,021 is required as a condition of the grant. <br /> <br /> The local match requirement will be satisfied with funds previously budgeted in the <br />PPD Maintenance Office Equipment line item of the FY 2022 General Fund Budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or his designee will provide grant management and oversight. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, asked where the funds will come from to pay the <br /> local match. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A BYRNE TRAINING EQUIPMENT GRANT IN THE <br />AMOUNT OF $18,062 FROM THE VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE <br />SERVICES AND APPROPRIATING SAID AMOUNT IN THE FY 2022 GRANTS FUND <br />FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT.” <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />22 - 39 - Boards and Commissions <br /> <br />Councilman Whitaker offered that the following be removed from respective board or <br />commission in accordance to State Conflict of Interest Law: <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
