February 8, 2022 <br /> <br />The following were removed for failure to submit a required Disclosure Statement: <br /> <br />Kristian Johnson – Newport Development Authority <br />Dr. Jaclyn Walker – Newport Development Authority <br />Eric Woodley – Portsmouth Parking Authority <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Moody, to remove the above board <br />or commission members due to their failure to submit required Disclosure Statements <br />in accordance with State Conflict of Interest Law, and was adopted by the following <br />vote: <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 40 - Items Submitted by Council Members <br /> <br /> Dr. Whitaker thanked Mayor Glover for the proclamation presented to Coach Clifton <br /> <br />Black. <br /> <br /> Dr. Whitaker asked for an update on the following items: <br /> <br /> <br />-Cemetery assessment and upgrades to Mt. Calvary Cemetery Complex. Also <br />acquisition of Lincoln Cemetery. <br /> <br />-Unsolicited bids process at next meeting. <br /> <br />-Regional Jail acquisition. <br /> <br />-SportsPlex upgrades. <br /> <br />-Location for African American Cultural Museum. <br /> <br />-Police facility relocation. <br /> <br />-Update from the City Assessor. <br /> <br /> Ms. Lucas-Burke informed staff of Senate Bill 158, Virginia Black, Indigenous and <br /> <br />People of Color Historic Preservation Fund, which could provide funding for Mt. <br />Calvary Cemetery Complex and Lincoln Cemetery. <br /> <br /> <br /> Mayor Glover informed citizens and City Council of events taking place in the city to <br /> <br />celebrate Black History Month. <br /> <br /> Dr. Whitaker spoke on the opposition to Critical Race Theory within the state and <br /> <br />around the country. <br /> <br />22 - 41 - Report on Pending Items <br /> <br /> <br /> City Manager Jones provided updates for the following: <br /> <br />-Condition of the pavilion. <br /> <br />-Shot Spotter technology. <br /> <br />-Charles Peete recreation center. <br /> <br />-River Casino minority investments. <br /> <br />-Cemeteries assessment. <br /> <br />-Unsolicited bid proposals. <br /> <br />-206 High Street (former Sports Hall of Fame). <br /> <br /> Mr. Battle informed citizens and City Council of his participation in getting Rivers <br /> <br />Casino to provide additional opportunities for minority investments. <br /> <br /> Dr. Whitaker asked City Manager Jones what the total investment was for the Rivers <br /> <br />Casino. <br /> <br />-City Manager Jones informed City Council that she would provide that information. <br /> <br /> Ms. Lucas-Burke asked for an update on pending revenues from sports betting. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
