February 8, 2022 <br /> <br />“ORDINANCE ACCEPTING A CIRCUIT COURT RECORDS PRESERVATION <br />PROGRAM GRANT IN THE AMOUNT OF $46,069.52 FROM THE LIBRARY OF <br />VIRGINIA AND APPROPRIATING SAID FUNDS IN THE FY 2022 GRANTS FUND FOR <br />USE BY THE CIRCUIT COURT CLERK’S OFFICE.” <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 37 - Adoption of an ordinance accepting Rescue Squad Assistance Funds in <br />the amount of $109,000 from the Office of Emergency Medical Services and <br />appropriating said funds in the FY 2022 Grants Fund for use by the Department of <br />Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Office of the Emergency Medical Services Grants Program (OEMS), known <br />as the Rescue Squad Assistance Fund (RSAF) Grants Program, is a multi-million-dollar <br />matching grant program for Virginia governmental, volunteer and non-profit EMS <br />agencies and organizations to provide financial assistance based on a demonstrated <br />need. <br /> <br /> The primary goal of this program is to financially assist EMS agencies in <br />purchasing equipment and vehicles, and to assist in providing needed EMS training <br />identified through programs and projects accordingly. <br /> <br /> This grant program is primarily a reimbursement grant that requires the Grantee to <br />make the purchase of the awarded item and then seek reimbursement based on <br />guidelines from OEMS. <br /> <br />Discussion: <br /> <br /> This funding will be utilized to purchase one replacement Medic Unit in the fleet <br />service of Portsmouth Fire, Rescue and Emergency Services (PFRES). <br /> <br />Financial impact: <br /> <br /> This grant requires a local dollar for dollar cash match of $109,000. The match <br />requirement will be satisfied from previously appropriated funding in the PFRES FY 2022 <br />General Fund Budget. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Completion of the Memorandum of Agreement for TI-C04/12-21. <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> The purchase of one replacement Medic Unit. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, asked where the funds will come from to pay the <br /> local match. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Woodard, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING RESCUE SQUAD ASSISTANCE FUNDS IN THE <br />AMOUNT OF $109,000 FROM THE OFFICE OF EMERGENCY MEDICAL SERVICES <br />AND APPROPRIATING SAID FUNDS IN THE FY 2022 GRANTS FUND FOR USE BY <br />THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES.” <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
