<br />housing project application of Evans-Majer-Stewart Associates, by ~
<br />Gerald F. Martin, AIA, Architect/Agent, for 40 rental apartment units
<br />on the south side of Turnpike Road lying 340 feet west from Rodman
<br />Avenue, deferred from the Public Hearing of March 11, 1986.

<br /> Gerald F. Martin, AIA, 1417 N. Battlefield Boulevard, Chesapeake, VA, representing Evans-
<br />Majer-Stewart Associates, presented revised plans for the project and stated that a meeting had
<br />been held with the Westhaven Park Civic League and that they were in agreement with the changes
<br />approval of the project was requested.
<br />
<br /> On motion of Mrs. Webb and seconded by Mr. Beamer, to approve GHP 85-31 for 40 rental
<br />apartment units on the south side of T~5~ Road lying 340 feet west from Rodman Avenue, with
<br />conditions, was adopted on f:irst re~ding by unanimous vote.

<br /> housing project application of Gary E. Frye, contract owner, by Kirk
<br /> Berkeley, AIA, Architect, for 17 apartment units at 3711 Turnpike Road
<br /> deferred from the Public Hearing of March 11, 1986.
<br />
<br /> Kirk Berkeley, AIA, 303 Effingham Street, representing applicant, stated that changes had
<br />been made to conform with the recommendations by City Staff and Civic League.
<br />
<br /> Betty C. Klise, 3710 Turnpike Road, spoke in opposition of the project and related to
<br />the poor conditions existing in the apartments presently located in the area.
<br />
<br /> On motion of Mr. Whitlow and seconded by Mr. Corprew, GHP 88-52 for 17 apartment units at
<br />3711 Turnpike Road, be approved on first reading and was adopted by unanimous vote.
<br />
<br /> (e) The following ordinance approved on first reading at the Public Hearing of March 11
<br />1986, was taken up and read:
<br />
<br />"AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY
<br />AMENDING SECTIONS 40-75 (a) AND (b), PERTAINING TO RESIDENTILAL R-78 DISTRICT."
<br />
<br /> On motion of Mr. Gray and seconded by Mrs. Webb, the ordinance was adopted on final
<br />reading, and by the following vote:

<br /> 86-71 = The follooing ordinance approved on first reading at the regular meeting of March

<br />ENGINEERING AND DESIGN WORK FOR CITY PARK.

<br />FUND FOR ENGINEERING AND DESIGN FOR UPGRADING OF THE GODWIN STREET WATER BOOSTER
<br />PUMPING STATION."

<br />- REPORTS FROM THE CITY MANAGER -
<br />
<br /> 86-83 - Letter from the City Manager recommending adoption of an ordinance to appropriate
<br />$18,000 from the Capital Improvement Program for repair and renovation to the Civic Center
<br />garage floor. Motion to amend ttke contract with R. A. Grady Concrete Restoration Company to in-
<br />clude additional work on the Civ Center garage floor.
<br /> "On January 14, 1986, Council appropriated $54,000 for repairs to the Civic Center garage
<br />floor. Preliminary work performed by the contractor indicates that the repairs are more
<br />extensive than anticipated. The project was bid with specific quantities for the floor replac<
<br />ment.
<br />
<br /> Due to the unusually poor condition of the floor, the Director of Public Works is request-
<br />ing permission to exceed the allowable 28% increase in our contract price, as established by
<br />the procurement law. The Public Works Director is also requesting that an additional $18,000
<br />be appropriated for this work. The total contract price is estimated to be 165% of the origina
<br />bid. The $18,000 that is being requested will be dispersed as follows:
