March 25, 1986 <br /> <br /> At a regular meeting of the City Council held on Tuesday, March 25, 1986, there were <br />present: <br /> <br />James W. Holley, III, Ben A. Beamer, Sr., E. G. Corprew, Jr., J. Robert Gray, <br />L. Louise Lucas, Gloria O. Webb, Morton V. Whitlow, George L. Hanbury, City Manager, <br />Steven Lieberman, City Attorney. <br /> <br /> Rev. Samuel L. Carruth, Pastor, Holy Light Church, opened the meeting with prayer, <br />followed by the Pledge of Allegiance to the Flag. <br /> <br /> Motion of Mr. Gray and seconded by Mr. Beamer, minutes of the called meeting of March 11, <br />1986: minutes of the regular meeting of March 11, 1986, to be approved as received, and was <br />adopted by unanimous vote. <br /> <br />Mayor Holley welcomed all visitors in attendance. <br /> <br /> 86-82 Mayor Holley presented Certificates of Appreciation to Llo~dJ. Parker, <br />Commission of Architectural Review-Port Norfolk/Park View; Bruce M. Watts and Gene <br />the Cable Television Commission; Rev. I. S. Waters of SEVA3~P: and Ethel Old of the <br />Committee for Handicapped, for services rendered. <br /> <br />Jr. of the <br />C. Luke of <br />Mayor's <br /> <br /> 86-82(a) On motion of Mr. Beamer and seconded by Mr. Corprew, the following resolution <br />was adopted, and by the following vote: <br /> <br />"A RESOLUTION EXPRESSING THE CONCERN OF THE COUNCIl OF THE CITY OF PORTSMOUTH WITH <br />RECENT INCIDENTS OF ACTS WHICH ARE OFFENSIVE TO THIS COUNCIL AND THE CITI~EN~ OF <br />THIS COMMUNITY. <br /> <br /> WHEREAS, the City of Portsmouth has long been recognized as a community of racial and re- <br />ligious harmony and understanding; and <br /> <br /> WHEREAS, the City of <br />burnings in the y~rd~, of <br />hoods: and <br /> <br />Portsmouth has recently been confronted with incidents of cr3ss- <br />black or interracial families living in predominantly white neighbor- <br /> <br /> F~EREAS, these isolated incidents are unacceptable to this Council and the citizens of thi <br />City; and <br /> <br /> WHEREAS, Commonwealth's Attorney, Johnny E. Morrison, <br />Task Force composed of the FBI, the Police Department and <br />these vicious and cowardly acts. <br /> <br />has announced the formation of a <br />the Fire Department to investigate <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City of Portsmouth denounces the <br />malicious acts of a few which tend to disruFt the quality of life of the citizens of this City <br />and calls upon the "Portsmouth Family" to likewise denounce these acts and to send a message <br />throughout the community that the citizens of this City will not tolerate acts of this nature. <br /> <br /> BE IT FURTHER RESOLVED that this Council endorses the formation of the Task Force by the <br />Commonwealth's Attorney and calls upon the citizens of this City to assist the Task Force in <br />any way possible to assure the arrest and convictions of the cowardly individuals responsible <br />for these offensive acts." <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: None <br /> <br />UNFINISHED BUSINESS <br /> <br />86-70 Rezoning, group housing applications and accode amendment: <br /> <br />(al Z 86-1 <br /> <br />CHURCHLkNDNEIGHBORHOOD: Rezoning application of John W. Ballard, ~II, <br />owner, for a parcel of land on the west side of Twin Pines Road between <br />Hedgerow Lane and Woodside Lane, from Residential R-75-K to Residential <br />R-100, approved on first reading at the Public Hearing of March 11, 1986,l <br />was taken up and read. <br /> <br /> On motion of Mrs. Webb and seconded by Mr. Gray, the following ordinance was adopted on <br />final reading, and by the following vote: <br /> <br />"ZONING ORDINANCE ~ENDMENT Z 86-1" <br /> <br />Ayes: Beamer, Corprew, Gray, Lucas, Webb, Whitlow, Holley <br />Nays: None <br /> <br />(bl Z 86-3 - <br /> <br />HODGES MANOR NEIGHBORHOOD: Rezoning application of Haysom Street Associ- <br />ates, by Benjamin J.
