Donna Sayegh, 3104 Garland Drive, voiced her concern with how funds are being <br />used to educate citizens on protecting the environment. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING LITTER PREVENTION AND RECYCLING PROGRAM <br />FUNDS IN THE AMOUNT OF $34,569.10 FROM THE VIRGINIA DEPARTMENT OF <br />ENVIRONMENTAL QUALITY AND APPROPRIATING SAID FUNDS IN THE FY 2022 <br />GRANTS FUND FOR USE IN CONNECTION WITH THE KEEP PORTSMOUTH <br />BEAUTIFUL PROGRAM.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 10 - Adoption of an ordinance to transfer $252,700 from the Primrose-Hatten <br />Street Project in the Drainage and Street Improvements Category of the FY 2022 <br />Capital Improvement Fund Budget and to appropriate said amount in the Municipal <br />Facilities Category of the FY 2022 Capital Improvement Fund Budget for the <br />performance of assessments of the Mt. Calvary Cemetery Complex and Lincoln <br />Cemetery. <br /> <br />Background: <br /> <br /> <br /> City Council has expressed a desire to improve the conditions at the Mt. Calvary <br />Cemetery Complex and Lincoln Cemetery. <br /> <br /> Assessments are necessary to determine the magnitude of improvements and <br />upgrades required for each of the cemeteries. <br /> <br />Discussion: <br /> <br /> The assessments will include a topographic survey for the 11-acre Mt. Calvary <br />Cemetery Complex and the 21-acre Lincoln Cemetery. In addition to elevations and other <br />physical features, the survey will establish boundary lines and other property information <br /> <br />as required. <br /> <br /> Ground penetrating radar will be used to determine the location of marked and <br /> <br />unmarked graves. <br /> <br /> The initial assessments will also include a determination of any environmentally <br /> <br />sensitive features such as wetlands, etc. <br /> <br /> A GIS database that includes information on approximately 30,000 burial plots will <br /> <br />be provided along with the other information. <br /> <br /> To fund the assessments, money will be transferred from the Primrose-Hatton <br />Street project in the existing CIP budget. Currently, the Primrose-Hatton Street project <br />has sufficient funding for design but not construction. After the transfer, adequate funding <br /> <br />will still remain in the Primrose-Hatton Street project budget to complete design. <br /> <br />Financial Impact: <br /> <br /> The total cost for the cemetery assessment is $252,700. <br /> <br /> The cost for the Calvary Cemetery Complex assessment is $138,600. <br /> <br /> The cost for the Lincoln Cemetery assessment is $114,100. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will complete the necessary budget adjustments. <br /> <br />1.
