January 11, 2022 <br /> <br />Motion by Mr. Moody, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO TRANSFER $252,700 FROM THE PRIMROSE-HATTON STREET <br />PROJECT IN THE DRAINAGE AND STREET IMPROVEMENTS CATEGORY OF THE <br />FY 2022 CAPITAL IMPROVEMENT FUND BUDGET AND TO APPROPRIATE SAID <br />AMOUNT IN THE MUNICIPAL FACILITIES CATEGORY OF THE FY 2022 CAPITAL <br />IMPROVEMENT FUND BUDGET FOR THE PERFORMANCE OF ASSESSMENTS OF <br />THE MOUNT CALVARY CEMETERY COMPLEX AND LINCOLN CEMETERY.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 11 - Adoption of an ordinance accepting American Recovery Plan Act <br />Substance Use Disorder Treatment funding in the amount of $23,200 from the <br />Virginia Department of Behavioral Health and Developmental Services and <br />appropriating said sum in the FY 2022 Behavioral Healthcare Services Fund for <br />substance use services. <br /> <br />Background: <br /> <br /> The American Recovery Plan Act (ARPA) Substance Use Disorder Treatment <br />Funding is intended to provide harm reduction services for individuals impacted by <br />substance use disorders. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded Portsmouth Department of Behavioral Healthcare Services $23,200 one-time <br />funding to meet the biopsychosocial needs of individuals and their families impacted by <br />substance use disorders. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding except as may be provided <br />in the Community Services Performance Contract with the Commonwealth approved by <br />City Council resolution R-21-22 adopted on August 10, 2021. Any required local match <br />has previously been appropriated as part of the FY 2022 Behavioral Healthcare Services <br />Fund Budget. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AMERICAN RECOVERY PLAN ACT SUBSTANCE USE <br />DISORDER TREATMENT FUNDING IN THE AMOUNT OF $23,200 FROM THE <br />VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL <br />SERVICES AND APPROPRIATING SAID SUM IN THE FY 2022 BEHAVIORAL <br />HEALTHCARE SERVICES FUND FOR SUBSTANCE USE SERVICES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 12 - Adoption of an ordinance accepting Substance Abuse Block Grant <br />Prevention Set Aside Funding in the amount of $160,581 from the Virginia <br />Department of Behavioral Health and Developmental Services and appropriating <br />said sum in the FY 2022 Behavioral Healthcare Services Fund for substance abuse <br />prevention. <br /> <br /> <br /> <br /> <br /> <br /> <br />
