January 11, 2022 <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />22 - 08 - Adoption of an ordinance accepting $18,000 of HOME Investment <br />Partnerships program income and appropriating said amount in the FY 2022 <br />Community Planning and Development Program Fund. <br /> <br />Background: <br /> <br /> There is a need to add the following to the appropriation for the Community <br />Planning and Development Program for FY 2022: $18,000 of program income generated <br />by the repayment of Home Care housing rehab program loans. <br /> <br />Discussion: <br /> <br /> The Ordinance proposed for Council consideration will appropriate the $18,000 in <br />program income. <br /> <br /> The program income funds will be included in the Annual Action Plan. <br /> <br />Financial impact: <br /> <br /> The funds will support activities in the existing Annual Action Plan and there will <br />be no impact to service delivery. HOME funds require a match of not less than 25% of <br />HOME funds drawn. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The funds are approved and available upon authorization of the appropriation. <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Woodard, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING $18,000 OF HOME INVESTMENT PARTNERSHIPS <br />PROGRAM INCOME AND APPROPRIATING SAID AMOUNT IN THE FY 2022 <br />COMMUNITY PLANNING AND DEVELOPMENT PROGRAM FUND.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />22 - 09 - Adoption of an ordinance accepting Litter Prevention and Recycling <br />Program funds in the amount of $34,569.10 from the Virginia Department of <br />Environmental Quality and appropriating said funds in the FY 2022 Grants Fund for <br />use in connection with the Keep Portsmouth Beautiful program. <br /> <br />Background: <br /> <br /> The Virginia Department of Environmental Quality provides Litter Prevention and <br />Recycling Program funding to localities. <br /> <br /> The City received awards of $14,174.10 (FY 2021) and $20,395 (FY 2022). <br /> <br /> The total amount of $34,569.10 should be appropriated to the Grants Fund. <br /> <br />Discussion: <br /> <br /> This grant supports ongoing education and public outreach efforts in the <br />community to protect the environment and to help keep Portsmouth beautiful. <br /> <br />Financial Impact: <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br /> <br />
