<br />At a Regular Meeting of the City Council on Tuesday, January 11, 2022, there were
<br />present:
<br />
<br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa
<br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City
<br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg.
<br />
<br />Mayor Glover asked for a moment of silence which was followed by the Pledge of
<br />Allegiance to the Flag.
<br />
<br /> Mayor Glover called the meeting to order and welcomed all in attendance.
<br />
<br /> Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the minutes of
<br />a Called Meeting of December 14, 2021, and of a of a Regular Meeting of December 14,
<br />2021, and was adopted by the following vote:
<br />

<br />
<br />22 - 07 - Public hearing on street name change and rezoning applications:
<br />
<br />(a) SNC-21-03 VICTORY VILLAGE – Ordinance granting the request of Heather
<br />Hardiman, Vice President for Administration and Chief Financial
<br />Officer of Tidewater Community College for a permanent street name
<br />change for a one third of a mile portion of Freedom Avenue between
<br />Victory Boulevard and Elliott Avenue from its current designation to
<br />the name “TCC Drive” in recognition of the adjacent Tidewater
<br />Community College Portsmouth Campus. The Future Land Use Map
<br />of the Build One Portsmouth Comprehensive Plan designates the
<br />property as Transportation. The property is public right-of-way
<br />owned by the City of Portsmouth. Planning Commission
<br />recommends approval with conditions.

<br />1. Heather Hardiman, 1324 Danielle Court, Chesapeake, VA, presented the application.
<br />
<br />Motion by Dr. Whitaker, and seconded by Mr. Moody, to adopt the following
<br />ordinance and was adopted by the following vote:
<br />
<br />“ORDINANCE TO CHANGE THE NAME OF FREEDOM AVENUE TO “TCC DRIVE”
<br />BETWEEN VICTORY BOULEVARD AND ELLIOTT AVENUE.”

<br />(b) Z-21-07 TRUXTUN –Ordinance granting the request ofLloyd Wyche, of
<br />Wyche Property LLC, for a rezoning of an approximately 0.161-
<br />acre property located at 3114 Deep Creek Blvd. from Historic
<br />Residential (HR) to Historic Limited Business (HLB) to
<br />accommodate a residential development. The Future Land Use
<br />Map of the Build One Portsmouth Comprehensive Plan designates
<br />this property for Mixed Residential. The property is owned by Lloyd
<br />Wyche. Planning Commission recommends approval.
<br />
<br />1. Bob Kellam, 500 Central Drive, Virginia Beach, VA, presented the application.
<br />
<br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following
<br />ordinance, and was adopted by the following vote:
<br />
<br />“ZONING AMENDMENT ORDINANCE Z-21-07 (3114 DEEP CREEK BLVD).”
