December 14, 2021 <br /> <br />Background: <br />• <br />The Regional One-Time Extended Fund is intended to assist with the <br />retention and recruitment of full-time and part-time employees of the Portsmouth <br />Department of Behavioral Healthcare Services. <br /> <br />Discussion: <br />• <br />The Virginia Department of Behavioral Health and Developmental Services <br />Region V Regional Leadership Team awarded Portsmouth DBHS $95,884.20 to assist <br />with employee retention and recruitment. This is a one-time allotment that may be used <br />for purposes including, but not limited to, employee recruitment, shift differential, sign-on, <br />and/or retention bonuses. <br /> <br />Financial Impact: <br />• <br />No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br />• <br />Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br />• <br />The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING REGION V EXTENDED FUNDS IN THE AMOUNT OF <br />$95,884.20 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND <br />DEVELOPMENTAL SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2022 <br />BEHAVIORAL HEALTHCARE SERVICES FUND FOR EMPLOYEE RETENTION AND <br />RECRUITMENT.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 381 - Adoption of a resolution authorizing the grant of a utility easement to <br />Virginia Electric and Power Company having an approximate width of five feet <br />across a portion of 614 Queen Street (Tax Parcel 0018-0670). <br /> <br />Background: <br /> <br /> The City owns and maintains a small parking lot at 614 Queen Street. <br /> <br /> Dominion (Virginia Electric and Power Company) has requested a small easement <br />running through a portion of the parking lot property. <br /> <br /> The easement is needed to address voltage issues that have developed with the <br />power service provided to residences adjacent to the parking lot and fronting on the 600 <br />block of London Street. <br /> <br />Discussion: <br /> <br /> City staff has reviewed the location of the proposed easement and determined that <br />it will not have a negative impact on the parking lot or any other City facilities. <br /> <br /> Granting the easement will allow Dominion to resolve the current issues with the <br />power service provided to residences in the 600 block of London Street. <br /> <br />Financial Impact: <br /> <br /> <br /> None. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager will execute and deliver the requested easement. <br /> <br /> <br /> <br /> <br /> <br /> <br />
