December 14, 2021 Background: • The Regional One-Time Extended Fund is intended to assist with the retention and recruitment of full-time and part-time employees of the Portsmouth Department of Behavioral Healthcare Services. Discussion: • The Virginia Department of Behavioral Health and Developmental Services Region V Regional Leadership Team awarded Portsmouth DBHS $95,884.20 to assist with employee retention and recruitment. This is a one-time allotment that may be used for purposes including, but not limited to, employee recruitment, shift differential, sign-on, and/or retention bonuses. Financial Impact: • No local match is required as a condition of the funding. Recommended Action: • Adoption of the ordinance. Next Steps Following Council Action: • The Finance Department will make the necessary budget adjustment. Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING REGION V EXTENDED FUNDS IN THE AMOUNT OF $95,884.20 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2022 BEHAVIORAL HEALTHCARE SERVICES FUND FOR EMPLOYEE RETENTION AND RECRUITMENT.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 21 - 381 - Adoption of a resolution authorizing the grant of a utility easement to Virginia Electric and Power Company having an approximate width of five feet across a portion of 614 Queen Street (Tax Parcel 0018-0670). Background:  The City owns and maintains a small parking lot at 614 Queen Street.  Dominion (Virginia Electric and Power Company) has requested a small easement running through a portion of the parking lot property.  The easement is needed to address voltage issues that have developed with the power service provided to residences adjacent to the parking lot and fronting on the 600 block of London Street. Discussion:  City staff has reviewed the location of the proposed easement and determined that it will not have a negative impact on the parking lot or any other City facilities.  Granting the easement will allow Dominion to resolve the current issues with the power service provided to residences in the 600 block of London Street. Financial Impact:  None. Recommended Action:  Adoption of the resolution. Next Steps Following Council Action:  The City Manager will execute and deliver the requested easement.
