December 14, 2021 Next Steps Following Council Action:  PFRES to submit the Grant Acceptance form.  PFRES to submit the application package signed by the City Manager.  The Finance Department to assign the budget code.  PFRES to purchase the specific equipment per VDEM’s instructions. Motion by Ms. Lucas-Burke, and seconded by Mr. Barnes, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING STATE HOMELAND SECURITY PROGRAM GRANT FUNDS IN THE AMOUNT OF $48,000 FROM THE VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING SAID FUNDS IN THE FY 2022 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 21 - 379 - Adoption of an ordinance accepting Developmental Disability Residential Support funds in the amount of $28,800 from the Virginia Department of Behavioral Health and Developmental Services and appropriating said funds in the FY 2022 Behavioral Healthcare Services Fund to provide support for individuals with disabilities. Background:  Developmental Disability Residential Support funds are allocated to assist with maintaining supports and services for individuals diagnosed with an intellectual and/or developmental disability. Discussion:  On November 23, 2021, the Virginia Department of Behavioral Health and Developmental Services awarded $28,800 of one-time funding residential support funds. These funds will be utilized by the Portsmouth Department of Behavioral Healthcare Services as a customized rate intended to help in facilitating supports for individuals served. Financial Impact:  No local match is required as a condition of the grant. Recommended Action :  Adoption of the ordinance. Motion by Mr. Moody, and seconded by Mr. Barnes, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING DEVELOPMENTAL DISABILITY RESIDENTIAL SUPPORT FUNDS IN THE AMOUNT OF $28,800 FROM THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL SERVICES AND APPROPRIATING SAID FUNDS IN THE FY 2022 BEHAVIORAL HEALTHCARE SERVICES FUND TO PROVIDE SUPPORT FOR INDIVIDUALS WITH DISABILITIES.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 21 - 380 - Adoption of an ordinance accepting Region V Extended Funds in the amount of $95,884.20 from the Virginia Department of Behavioral Health and Developmental Services and appropriating said funds in the FY 2022 Behavioral Healthcare Services Fund for employee retention and recruitment.
