December 14, 2021 <br /> <br />Discussion: <br /> <br /> The DSS received a check from the Tidewater Baptist Women Missionary and <br />Educational Convention Inc. in the amount of $100 to be utilized for children in foster care <br />for Christmas. <br /> <br />Financial Impact: <br /> <br /> <br /> The Social Services fund would increase by $100. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Finance will make the appropriate budget adjustments and Social Services will <br />utilize the funding to support foster children this Christmas. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING WITH APPRECIATION A DONATION IN THE AMOUNT <br />OF $100 FROM TIDEWATER BAPTIST WOMEN MISSIONARY AND EDUCATIONAL <br />CONVENTION INC. AND APPROPRIATING SAID FUNDS TO THE FY 2022 SOCIAL <br />SERVICES FUND FOR USE BY THE DEPARTMENT OF SOCIAL SERVICES TO <br />SUPPORT CHILDREN IN FOSTER CARE FOR CHRISTMAS.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 378 - Adoption of an ordinance accepting State Homeland Security Program <br />Grant funds in the amount of $48,000 from the Virginia Department of Emergency <br />Management and appropriating said funds in the FY 2022 Grants Fund for use by <br />the Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) administers the <br />allocation of funding from the U.S. Department of Homeland Security (DHS) Federal <br />Emergency Management Agency (FEMA) to localities for use by Special Ops Hazmat <br />Teams. <br /> <br /> The Homeland Security Grant Program provides funding to create and maintain <br />special operations teams throughout the Commonwealth of Virginia. <br /> <br />Discussion: <br /> <br /> The Southside Regional Hazardous Materials Response Team (SRHMRT) is <br />comprised of resources and personnel from the following four (4) jurisdictions: <br />Portsmouth, Chesapeake, Norfolk, and Virginia Beach. Portsmouth has a long-standing <br />agreement to serve as the lead-agency for SRHMRT. <br /> <br /> Portsmouth Fire, Rescue and Emergency Services (PFRES) has been awarded <br />$48,000 out of the $78,000 allotted for SRHMRT. <br /> <br /> The Southside Regional Hazardous Materials Response Team (SRHMRT) will <br />utilize the 2021 SHSP funds per the instructions received from VDEM regarding the <br />specific equipment to be purchased. <br /> <br />Financial Impact: <br /> <br /> The City is not required to provide a cash or in-kind match. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
