That the use permit is approved subject to the following conditions which <br />shall be observed by the applicant and any successor in interest: <br /> <br />(a) The development shall be in substantial compliance with the site plan entitled <br />Concept Plan on Lots 12, 14, 16, 18, 20, Block 5 Plan of Brighton (Map Book 1, Page 91) <br />Randolph Street, Portsmouth, Virginia dated May 26, 2021 and the submitted concept <br />elevations. <br /> <br />(b) In preparation for Site Plan Review, the applicant shall submit to the City: (1) an <br />updated site plan that provides the location of the Flood Zone AE; and (2) building <br />elevations that adhere to Section 14.1 of the Portsmouth City Code (Flood Protection <br />Ordinance). <br /> <br />(c) The development shall be constructed in compliance with applicable codes, <br />ordinances and regulations of federal, state and local government, and all required <br />licenses and permits shall be obtained and maintained in effect during the operation of <br />the development. <br /> <br />(d) All taxes/fees associated with the property and/or the proposed use must be paid <br />when due, as determined by the City Treasurer. <br /> <br />REVOCATION OF PERMIT: <br />7. Violation of any of the conditions set forth <br /> <br />herein may serve as grounds for revocation of the use permit by City Council.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />21 - 377 - Adoption of an ordinance accepting with appreciation a donation in the <br />amount of $100 from Tidewater Baptist Women Missionary and Educational <br />Convention Inc. and appropriating said funds to the FY 2022 Social Services Fund <br />for use by the Department of Social Services to support children in foster care for <br />Christmas. <br /> <br />Background: <br /> <br /> Foster Care is a system in which a minor has been placed into a ward, group home <br />(residential child care community, treatment center, etc.), or private home of a state- <br />certified caregiver referred to as a "foster parent" or with a family member approved by <br />the state. <br /> <br /> Children are in care because they or their families are going through a crisis and <br />complex trauma of some kind. These children have been removed from their parents <br />because they are unsafe, abused, or neglected or their parents are unable to care for <br />them. <br /> <br /> Foster care is meant to be temporary, or until a parent can get back on track or a <br />relative, guardian, or adoptive family agrees to raise the children or a child. <br /> <br /> <br /> <br /> <br /> <br />
