November 23, 2021 <br /> <br />Financial Impact: <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> The Finance Department will make the appropriate budgetary adjustments. <br /> <br /> PFRES will proceed with necessary purchases in accordance with the established <br />guidelines by the Commonwealth of Virginia Department of Emergency <br /> <br />Management\\VDEM. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING $30,000 FROM THE VIRGINIA DEPARTMENT OF <br />EMERGENCY MANAGEMENT AND APPROPRIATING SAID AMOUNT IN THE FY <br />2022 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND <br />EMERGENCY SERVICES FOR THE SOUTHSIDE HAZARDOUS MATERIALS <br />EMERGENCY RESPONSE TEAM.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 356 - Adoption of an ordinance appropriating Community Flood Preparedness <br />grant funds in the amount of $527,949 in the Drainage and Street Improvements <br />category of the FY 2022 Capital Improvement Fund Budget and re-appropriating <br />$58,661 of existing funding within the said Drainage and Street Improvements <br />category for the purpose of serving as the required local match. <br /> <br />Background: <br /> <br /> The Community Flood Preparedness Fund (CFPF) was established to provide <br />support for regions and localities across Virginia to reduce the impacts of flooding. <br /> <br /> The city resiliency team applied for and received a CFPF Grant in the first year, <br />round 1 of available funding. <br /> <br />Discussion: <br /> <br /> <br /> The project consists of the development of a Planning and Capacity Building - Low <br />Income Geographic project for the City of Portsmouth that will identify specific projects to <br />adapt critical assets and to keep vulnerable communities dry by first examining exposure <br />to sea level rise, increased rainfall, and the impacts from tidal and storm surge flooding, <br />incorporating data underlying the current effective FEMA flood maps for the City, to be <br />approved by the Department of Conservation and Recreation as meeting all standards of <br />applicable law. <br /> <br /> This study directly addresses Portsmouth’s needs for flood prevention and <br />protection, equity, community improvement, identification of nature-based solutions or <br />other key priorities. <br /> <br /> This project is a key component of the City’s ongoing Resilience Planning efforts. <br /> <br /> <br />Financial Impact: <br /> <br /> <br /> The CFPF Grant total cost is $586,610. <br /> <br /> The CFPF award amount is $527,949. <br /> <br /> The local share is $58,661. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will complete the necessary budget transactions. <br /> <br /> <br /> <br /> <br /> <br /> <br />
