November 23, 2021 <br /> <br />Motion by Mr. Battle, and seconded by Mr. Woodard, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING COMMUNITY FLOOD PREPAREDNESS GRANT FUNDS <br />IN THE AMOUNT OF $527,949, APPROPRIATING SAID AMOUNT IN THE DRAINAGE <br />AND STREET IMPROVEMENTS CATEGORY OF THE FY 2022 CAPITAL <br />IMPROVEMENT FUND BUDGET, AND RE-APPROPRIATING $58,661 OF EXISTING <br />FUNDING WITHIN THE SAID DRAINAGE AND STREET IMPROVEMENTS <br />CATEGORY FOR THE PURPOSE OF SERVING AS THE REQUIRED LOCAL MATCH <br />FOR THE GRANT.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 357 - Adoption of a resolution authorizing various real property conveyances <br />to the Commonwealth of Virginia, acting by and through the Virginia Department <br />of Transportation, in furtherance of VDOT’s construction of sound barrier walls <br />along Interstate-264. <br /> <br />Background: <br /> <br /> The primary purpose of this project is to design and install sound barrier walls <br />along I-264 to account for traffic volume changes due to elimination of tolls from the MLK <br />portion of the MLK/DTT project. <br /> <br /> Sound barriers walls were previously requested at these locations as part of the <br />MLK/DTT project. However, they were eliminated during the design phase due to <br />anticipated traffic projections. <br /> <br />Discussion: <br /> <br /> VDOT has coordinated project activities with City staff and other stakeholders as <br /> <br />required by National Environmental Protection Agency (NEPA) guidelines. <br /> <br /> <br /> There are no significant changes to elevation or grade for adjacent properties. <br /> <br /> For the project to proceed, it is necessary for the City to convey VDOT <br />approximately 1,775 square feet of property located south of I-264 and north of Trexler <br />Avenue, beginning just north of Downes St. and extending approximately 470 feet to a <br /> <br />point approximately 155 feet West of Dahlia St N. <br /> <br /> VDOT also requires two permanent drainage easements located on City property <br />north of I-264 and south of Choate St: the first being located 535 feet east of Rodman <br />Ave. containing 397 square feet; the second being located approximately 300 feet west <br />of the aerial portion of the pedestrian bridge over I-264 that connects Manteo St. and <br /> <br />Choate St. and containing 396 square feet. <br /> <br /> VDOT also requires four temporary construction easements from the City: the first <br />being south of I-264 and north of Trexler Ave. and beginning approximately 185 feet west <br />of Arcadia Ave., and extending east to a point approximately 50 feet west of Dahlia St. <br />N., containing 16,062 square feet; the second being south of I-264 and north of Duke St., <br />approximately 215 west of Pulaski St., containing 280 square feet; the third being south <br />of I-264 and north of Race St. beginning approximately 160 feet west of Richmond Ave. <br />and extending east to a point approximately 15 feet west of Richmond Ave., containing <br />1,802 square feet; the fourth being north of I-264 and south of South St. beginning <br />approximately 170 feet west of Des Moines Ave. and extending east to a point <br /> <br />approximately 62 feet from Des Moines Ave., containing 1,090 square feet. <br /> <br />Financial Impact <br /> <br /> There are no financial impacts for the City of Portsmouth. <br /> <br /> The VDOT estimate for the total cost of the project is $23,398,069. This project is <br />federally funded. <br /> <br /> <br /> <br /> <br /> <br />
