November 23, 2021 <br /> <br />21 - 354 - Adoption of an ordinance accepting an allocation of $45,962 from the <br />State Compensation Board Technology Trust Fund and appropriating said amount <br />in the FY 2022 Grants Fund for use by the Portsmouth Circuit Court Clerk’s Office <br />to fund technology maintenance and improvements. <br /> <br />Background: <br /> <br /> The Technology Trust Fund is allocated to the Clerk of Circuit Court to assist <br />in paying for records management systems/indexing systems and hardware/ <br />software maintenance costs. It is also utilized to pay for maintenance fees <br />associated with the secure remote access to the land records and court <br />records. The primary vendors are the Supreme Court of Virginia and Logan <br />Systems Incorporated. <br /> <br />Discussion: <br /> <br /> The Clerk of Circuit Court has agreed to all of the services and reports <br />required by this funding. <br /> <br />Financial Impact: <br /> <br /> There is no local cash match required. <br /> <br />Recommended Action: <br /> <br /> Adoption of the proposed ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Allocation of funds to pay vendors for service. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Woodard, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN ALLOCATION OF $45,962 FROM THE STATE <br />COMPENSATION BOARD TECHNOLOGY TRUST FUND AND APPROPRIATING <br />SAID AMOUNT IN THE FY 2022 GRANTS FUND FOR USE BY THE PORTSMOUTH <br />CIRCUIT COURT CLERK’S OFFICE TO FUND TECHNOLOGY MAINTENANCE AND <br />IMPROVEMENTS.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 355 - Adoption of an ordinance accepting $30,000 from the Virginia Department <br />of Emergency Management and appropriating said amount in the FY 2022 Grants <br />Fund for use by the Department of Fire, Rescue and Emergency Services for the <br />Southside Hazardous Materials Emergency Response Team. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) has allocated the <br />City of Portsmouth $30,000 in 2021 (FY22) for emergency responses provided by the <br />Southside Regional Hazardous Materials Emergency Response Team\\SRHMR. <br /> <br /> The funds received enable Portsmouth, as the lead city for the Southside Regional <br />Hazardous Materials Emergency Response Team, to maintain a superior level of <br />readiness regarding response, equipment, training, and technical expertise in dealing with <br />hazardous materials, as required by the Commonwealth of Virginia Department of <br />Emergency Management. <br /> <br />Discussion: <br /> <br /> This program funding is instrumental in protecting the environment and the health, <br />safety and welfare of the people of the Commonwealth of Virginia from the dangers and <br />potential dangers of accidents and incidents involving hazardous materials. In the <br />southeastern area of Virginia, the SRHMR Team is responsible for responding to such <br />accidents and incidents. <br /> <br /> <br /> <br /> <br /> <br />
