November 23, 2021 21 - 354 - Adoption of an ordinance accepting an allocation of $45,962 from the State Compensation Board Technology Trust Fund and appropriating said amount in the FY 2022 Grants Fund for use by the Portsmouth Circuit Court Clerk’s Office to fund technology maintenance and improvements. Background:  The Technology Trust Fund is allocated to the Clerk of Circuit Court to assist in paying for records management systems/indexing systems and hardware/ software maintenance costs. It is also utilized to pay for maintenance fees associated with the secure remote access to the land records and court records. The primary vendors are the Supreme Court of Virginia and Logan Systems Incorporated. Discussion:  The Clerk of Circuit Court has agreed to all of the services and reports required by this funding. Financial Impact:  There is no local cash match required. Recommended Action:  Adoption of the proposed ordinance. Next Steps Following Council Action:  Allocation of funds to pay vendors for service. Motion by Ms. Lucas-Burke, and seconded by Mr. Woodard, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING AN ALLOCATION OF $45,962 FROM THE STATE COMPENSATION BOARD TECHNOLOGY TRUST FUND AND APPROPRIATING SAID AMOUNT IN THE FY 2022 GRANTS FUND FOR USE BY THE PORTSMOUTH CIRCUIT COURT CLERK’S OFFICE TO FUND TECHNOLOGY MAINTENANCE AND IMPROVEMENTS.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 21 - 355 - Adoption of an ordinance accepting $30,000 from the Virginia Department of Emergency Management and appropriating said amount in the FY 2022 Grants Fund for use by the Department of Fire, Rescue and Emergency Services for the Southside Hazardous Materials Emergency Response Team. Background:  The Virginia Department of Emergency Management (VDEM) has allocated the City of Portsmouth $30,000 in 2021 (FY22) for emergency responses provided by the Southside Regional Hazardous Materials Emergency Response Team\\SRHMR.  The funds received enable Portsmouth, as the lead city for the Southside Regional Hazardous Materials Emergency Response Team, to maintain a superior level of readiness regarding response, equipment, training, and technical expertise in dealing with hazardous materials, as required by the Commonwealth of Virginia Department of Emergency Management. Discussion:  This program funding is instrumental in protecting the environment and the health, safety and welfare of the people of the Commonwealth of Virginia from the dangers and potential dangers of accidents and incidents involving hazardous materials. In the southeastern area of Virginia, the SRHMR Team is responsible for responding to such accidents and incidents.
