November 23, 2021 <br /> <br />(c) UP-21-16 ANSELL GARDENS APARTMENTS - Resolution granting the <br />request of Community Housing Partners Corporation for a Use <br />Permit for 2216 and 2220 Waldron Avenue to develop 39 apartment <br />units and a new leasing office on the combined properties. The <br />properties are forested and vacant of structures. The proposed <br />development is an expansion of the neighboring Ansell Gardens <br />Apartments. The combined properties are approximately 2.26 acres <br />in size and will be developed at a density of 18 units per acre. The <br />Generalized Future Land Use Map of the Build One Portsmouth <br />Comprehensive Plan recommends Low to Medium Density Single- <br />Family Residential Development for both properties. Planning <br />Commission recommends approval with conditions. <br /> <br />*Because Item UP-21-16 was contingent on approval of Item Z-21-06, Item UP-21-16 <br />became null and void. <br /> <br />- City Manager’s Report - <br /> <br />21 - 353 - Adoption of an ordinance approving the expenditure of previously <br />appropriated American Rescue Plan Act funds in the amount of up to $4,768,564 <br />for certain specified Public Health and Safety uses. <br /> <br />Background: <br /> <br /> By Ordinance 2021-61 adopted on July 27, 2021, City Council accepted and <br />appropriated $28,421,282 of American Rescue Plan Act funding into the FY 2022 Grants <br />Fund. <br /> <br /> The City Manager and Council subsequently discussed a plan for the use of the <br />ARPA funds. <br /> <br />Discussion: <br /> <br /> One element of the plan focuses on Public Health and Safety, including: <br /> Payment of police retention bonuses in the amount of $3,500 for sworn officers <br />o <br />and key non-sworn positions and $1,500 for eligible officers residing in Portsmouth. <br /> Payment of essential personnel (frontline) pay in the amount of $1,500 for full-time <br />o <br />essential City workers and $750 for part-time essential City workers. <br /> Payment of vaccine incentive payments in the amount of $500 for City employees <br />o <br />who demonstrate that they are fully vaccinated with an approved COVID vaccine. <br /> <br /> Up to $4,768,564 in ARPA funds will be expended for the above uses. <br /> <br />Financial Impact: <br /> <br /> No local match is required as a condition of the ARPA funding. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The City Manager and Finance Department will implement the programs. <br /> <br />1. Donna Sayegh, 3104 Garland Drive, had questions with regards to the payments <br />and recipients of the ARPA funds. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE APPROVING THE EXPENDITURE OF PREVIOUSLY APPROPRIATED <br />AMERICAN RESCUE PLAN ACT FUNDS IN THE AMOUNT OF UP TO $4,768,564 FOR <br />CERTAIN SPECIFIED PUBLIC HEALTH AND SAFETY USES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br />
