November 23, 2021 <br /> <br />At a Regular Meeting of the City Council on Tuesday, November 23, 2021, there <br />were present: <br /> <br />Mayor Shannon E. Glover, Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa <br />L. Lucas-Burke, Dr. Mark M. Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City <br />Manager Angel L. Jones, Interim City Attorney Burle U. Stromberg. <br /> <br />Minister Mary Watson opened the meeting with prayer, which was followed by <br />the Pledge of Allegiance to the Flag. <br /> <br /> Mayor Glover called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Mr. Battle, to adopt the minutes of a Called <br />Meeting of November 9, 2021, and of a Regular Meeting of November 9, 2021, and was <br />adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />Oath of Office for Councilman Christopher L. Woodard, Jr. <br /> <br /> <br /> <br />- Unfinished Business - <br /> <br />21 - 335 - Public hearing on rezoning and use permit applications: <br /> <br />(b) Z-21-06 ANSELL GARDENS APARTMENTS - Ordinance granting the <br />request of Community Housing Partners Corporation for a <br />Rezoning of 2216 and 2220 Waldron Avenue from Urban <br />Residential, UR to Multifamily Urban Residential, UR-M to develop <br />39 apartment units and a new leasing office on the combined <br />properties. The properties are forested and vacant of structures. <br />The proposed development is an expansion of the neighboring <br />Ansell Gardens Apartments. The combined properties are <br />approximately 2.26 acres in size and will be developed at a density <br />of 18 units per acre. The Generalized Future Land Use Map of the <br />Build One Portsmouth Comprehensive Plan recommends Low to <br />Medium Density Single-Family Residential Development for both <br />properties. Planning Commission recommends approval with <br />conditions. <br /> <br />1. Rob Beaman, 222 Central Park Avenue, presented the application. <br /> <br />2. Donald Everett, 2212 Greenwood Drive, spoke in opposition to this item. <br /> <br />3. William Pontious, 2224 Greenwood Drive, spoke in opposition to this item. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was denied by the following vote: <br /> <br />Ayes: Lucas-Burke, Moody, Glover <br />Nays: Barnes, Battle, Whitaker, Woodard <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
