November 9, 2021 <br /> <br />21 - 338 - Adoption of an ordinance accepting an Edward Byrne Memorial Justice <br />Assistance Grant in the amount of $101,201 from the U.S. Department of Justice <br />and appropriating said funds in the FY 2022 Grants Fund for use by the Portsmouth <br />Police Department. <br /> <br />Background: <br /> <br /> The Portsmouth Police Department (PPD) has been awarded grant funding in the <br />amount of $101,201.00 from the Department of Justice (DOJ) – Bureau of Justice <br />Assistance (BJA) to provide funds for programs and specialized equipment, as well as <br />continued funding to support the Adult Drug Treatment Court Program. <br /> <br /> Estimated revenue in the FY 2022 Grants Fund is increased by $101,201. <br /> <br />Discussion: <br /> <br /> PPD will use JAG 2021 funds to improve PPD’s ability to respond to public safety <br />incidents within the City. PPD’s equipment replacement includes aging hand held speed <br />measuring devices (18-23 years old). The grant funds will be used to update the current <br />equipment and increase supply to accommodate additional speed measurement certified <br />officers, replace a trailer to haul traffic cones and signs, acquire SWAT communications <br />gear, and acquire vehicle tracking devices for the Fugitive Apprehension Unit. PPD’s <br />Community Enhancement Unit will use grant funds for National Night Out program <br />supplies. <br /> <br /> Furthermore, the funds will be used to support the various Drug Court Treatment <br />programs such as drug testing, education, office supplies, drug treatment and program <br />support within the Circuit Court. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount of $101,201.00 by the Department of Justice (DOJ) – <br />Bureau of Justice Assistance (BJA) provides funding for the Portsmouth Police <br />Department. <br /> <br /> The City does not have to provide matching funds. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or his designee will provide grant management and oversight. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Woodard, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AN EDWARD BYRNE MEMORIAL JUSTICE <br />ASSISTANCE GRANT IN THE AMOUNT OF $101,201 FROM THE U.S. DEPARTMENT <br />OF JUSTICE AND APPROPRIATING SAID FUNDS IN THE FY 2022 GRANTS FUND <br />FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 339 - Adoption of a motion to permit Sergeant B. Ingram to adopt Portsmouth <br />Police Department Canine “Bear”, a German Shepherd. <br /> <br />Background: <br /> <br /> The K-9 Unit provides security and valuable public relations work to various events <br />and functions within the city. <br /> <br /> The Unit provides high visibility patrols throughout the city and assists with the <br />search and apprehension of violent offenders and illegal narcotics. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
