November 9, 2021 <br /> <br />Discussion: <br /> <br /> The PPD is retiring a working dog assigned to the K-9 Unit, a German Shepherd, <br />named Bear. <br /> <br /> Bear is unable to be used for narcotic scent detection by the K-9 Unit, due to his <br />training in marijuana and subsequent law changes. <br /> <br /> B. Ingram, a Portsmouth Police Department sergeant assigned to the K-9 Unit <br />and a resident of Suffolk, VA, has agreed/requested to adopt the canine. <br /> <br /> The adopter agrees to abide by the Virginia Anti-Cruelty Laws, Animal Welfare <br />Laws 1992, and Code of Virginia §3.2-6570. <br /> <br />Financial Impact: <br /> <br /> There are no costs to the city for this adoption. <br /> <br /> The City will relinquish all responsibilities for the feeding, care, upkeep, and <br />overall well-being, and any liability related to this canine. <br /> <br />Recommended Action: <br /> <br /> Adoption of the motion. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to permit Sergeant B. <br />Ingram to adopt Portsmouth Police Department Canine “Bear”, a German Shepherd, and <br />was adopted by the following vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />21 - 340 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />21 - 341 - Items Submitted by Council Members <br /> <br /> <br /> Adoption of a resolution regarding future cooperation agreements. <br /> <br />Motion by Dr. Whitaker, and seconded by Mr. Battle, to table the adoption of a <br />resolution regarding future cooperation agreements, and was adopted by the following <br />vote: <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br /> Ms. Lucas-Burke asked if the fees for seniors could be waived at the SportsPlex. <br /> <br /> <br /> <br /> There was a consensus of City Council to waive the $65 fee for the senior exercise <br />program at the SportsPlex through the current fiscal year. <br /> <br /> Dr. Whitaker asked that Interim City Attorney Stromberg come back with an update <br /> <br />on whether council members can call individual meetings of constituents citing a <br />potential meeting called by the mayor. <br /> <br /> Interim City Attorney Stromberg informed City Council he would research and <br />provide an update immediately. <br /> <br /> Mr. Woodard asked if there was any relief for citizens with delinquent water bills. <br /> <br /> <br /> City Manager Jones will provide a report back to City Council. <br /> <br /> Dr. Whitaker asked City Manager Jones if there had been any guidelines or spending <br /> <br />stipulations with regards to the infrastructure bill. <br /> <br /> City Manager Jones informed City Council that there had been no guidelines <br />provided yet. <br /> <br /> <br /> <br /> <br /> <br />
