October 26, 2021 Motion by Ms. Lucas-Burke, and seconded by Mr. Woodard, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING LOCAL EMERGENCY MANAGEMENT PROGRAM GRANT FUNDS IN THE AMOUNT OF $57,992 FROM THE VIRGINIA DEPARTMENT OF EMERGENCY MANAGEMENT AND APPROPRIATING SAID AMOUNT IN THE FY 2022 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 21 - 324 - Adoption of a resolution authorizing the grant of easements to the Hampton Roads Sanitation District encumbering property located in Suffolk. Background:  Hampton Roads Sanitation District is working with the City of Suffolk on a sewer pump station replacement project and has requested easements from the City of Portsmouth in connection with the project.  The property to be subjected to the easements is located in Suffolk and is owned by Portsmouth for use in connection with its lakes and water facilities.  The grant of the easements will not have any negative impact on Portsmouth’s water operations. Discussion:  The City of Portsmouth, the City of Suffolk, and HRSD have traditionally worked cooperatively in granting each other (and the utility companies working with each) the land rights necessary for efficient operation of their respective water and sewer facilities.  HRSD has agreed to pay a purchase price of $21,611 for the easements. Financial Impact:  There is no financial impact other than receipt of the purchase price. Recommended Action:  Adoption of the resolution. Next Steps Following Council Action:  The City Manager will execute and deliver any required documents to create the easements. Motion by Ms. Lucas-Burke, and seconded by Mr. Woodard, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION AUTHORIZING THE GRANT OF EASEMENTS TO THE HAMPTON ROADS SANITATION DISTRICT ENCUMBERING PROPERTY LOCATED IN SUFFOLK. WHEREAS, the Hampton Roads Sanitation District has requested easements (the “Easements”) across certain properties owned by the City of Portsmouth and located in Suffolk, the said properties having Suffolk Tax Parcel designations of 35D*X8 and 35D*XX; and WHEREAS, the Easements are more particularly shown and described on that certain “Plat Showing 30’ Permanent HRSD Utility Easement” and that certain “Plat Showing 30’ Permanent Utility Easement, Proposed 20’ Permanent Ingress/Egress Easement, and Proposed Temporary Construction Easement”, each prepared by Rouse- Sirine Associates, Ltd., dated November 10, 2020, and attached hereto as Exhibits A-1 and A-2 (the “Plats”); and WHEREAS, the Easements are in furtherance of the replacement of a pump station for the City of Suffolk;
