October 26, 2021 <br /> <br />Discussion: <br /> <br /> This funding will be used to purchase and maintain equipment to enhance our <br />HAZMAT Team’s response capabilities to radiological incidents. <br /> <br />Financial impact: <br /> <br /> This program does not require a local cash match and\\or In-Kind services. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> Completion of the Grant Agreement by the City Manager. <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> Maintaining the continuous readiness of the HAZMAT units. <br /> <br />Motion by Mr. Moody, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING RADIOLOGICAL EMERGENCY PREPAREDNESS <br />PROGRAM FUNDS IN THE AMOUNT OF $700 FROM THE VIRGINIA DEPARTMENT <br />OF EMERGENCY MANAGEMENT AND APPROPRIATING SAID AMOUNT INTO THE <br />FY 2022 GRANTS FUND FOR USE BY THE DEPARTMENT OF FIRE, RESCUE AND <br />EMERGENCY SERVICES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 323 - Adoption of an ordinance accepting Local Emergency Management <br />Program grant funds in the amount of $57,992 from the Virginia Department of <br />Emergency Management and appropriating said amount in the FY 2022 Grants <br />Fund for use by the Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management (VDEM) awards localities <br />Local Emergency Management Program (“LEMP”) grant funding received from the <br />Federal Emergency Management Agency. <br /> <br /> The program funding is used to improve emergency and disaster preparation, <br />response, and recovery. <br /> <br />Discussion: <br /> <br /> The Portsmouth Department of Fire, Rescue, and Emergency Services was <br />awarded a total of $57,992 under the LEMPG. <br /> <br /> The program funds allow for the purchase of necessary equipment, supplies and <br />training in support of the Emergency Operations Center (EOC) during emergencies or <br />disasters. <br /> <br /> This funding source is essential in accomplishing the mission of protecting the city <br />and the residents of Portsmouth from natural and man-made disasters. <br /> <br /> The grant requires a match of $57,992, which will be satisfied through previously <br />budgeted funds for the salary of the Interim Deputy Coordinator or Deputy Coordinator. <br /> <br />Financial impact: <br /> <br /> There is a dollar-for-dollar local match requirement. The match requirement is <br />already budgeted as part of the Fire, Rescue and Emergency Services’ FY 2022 budget. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> Completion of the Grant Agreement by the City Manager <br /> <br /> The Finance Department will assign the budget code and make the necessary <br /> <br />budgetary adjustments <br /> <br /> <br /> <br /> <br />
