October 26, 2021 <br /> <br />21 - 321 - Adoption of an ordinance accepting Aid-To-Localities funding in the <br />amount of $386,677 from the Virginia Department of Fire Programs and <br />appropriating said funds in the FY 2022 Grants Fund for use by the Department of <br />Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Fire Programs has been providing entitlement funds to <br />localities for more than twenty years for use by Suppression personnel. <br /> <br /> Aid-To-Localities funding assists Virginia cities, towns and counties by providing <br />funds to pay for training, construction of training centers, firefighter’s equipment, <br />protective clothing and more. <br /> <br /> The Virginia Fire Services Board voted to adopt a one-year increase to the <br />minimum ATL allocations for Towns, Cities, and Counties effective July 1, 2020. <br /> <br /> ATL allocations are calculated based upon the most current U.S. Population <br />Census, which was conducted in 2020. <br /> <br />Discussion: <br /> <br /> The City of Portsmouth must complete and submit an Annual Report to the Virginia <br />Department of Fire Programs detailing the use of funds and identifying any carryover <br />funds for the year. <br /> <br /> PFRES will utilize the said funds for community fire safety education programs, <br />cancer prevention initiatives, firefighter training, firefighting equipment, and protective <br />clothing. <br /> <br />Financial impact: <br /> <br /> This program does not require a local cash match and\\or in-kind services. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will assign the budget code. <br /> <br /> To proceed with the usage of funds per the guidelines for the Suppression <br />personnel of PFRES. <br /> <br />Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING AID-TO-LOCALITIES FUNDING IN THE AMOUNT OF <br />$386,677 FROM THE VIRGINIA DEPARTMENT OF FIRE PROGRAMS AND <br />APPROPRIATING SAID FUNDS IN THE FY 2022 GRANTS FUND FOR USE BY THE <br />DEPARTMENT OF FIRE, RESCUE AND EMERGENCY SERVICES.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 322 - Adoption of an ordinance accepting Radiological Emergency <br />Preparedness Program funds in the amount of $700 from the Virginia Department <br />of Emergency Management and appropriating said amount into the FY 2022 Grants <br />Fund for use by the Department of Fire, Rescue and Emergency Services. <br /> <br />Background: <br /> <br /> The Virginia Department of Emergency Management recognizes the critical role of <br />emergency management at the local level. Strong local emergency management <br />programs keep the Commonwealth safer and allow all of us to respond and recover <br />effectively and efficiently when a radiological emergency or disaster occurs. <br /> <br /> The purpose of the Radiological Emergency Preparedness Program is to support <br />the activities of local emergency management agencies in establishing, maintaining and <br />operating such emergency plans, programs and capabilities to deal with nuclear <br />accidents as are required by the Nuclear Regulatory Commission and the Federal <br />Emergency Management Agency with respect to nuclear power stations. <br /> <br /> <br /> <br /> <br />
