<br /> "The Portsmouth Redevelopment and Housing Authority (PRHA) has requested an appropriation
<br />of $200,000 as additional funding for the Commercial Facade Loan Program.
<br />
<br /> PRHA has set aside $400,000 of their own funding to finance the loan program. However,
<br />continued interest in the improvement program has caused an increase in demand for these funds
<br />To date, the Authority has closed 17 !~Ks in the amount of $348,280, and has four loans
<br />pending.
<br />
<br /> The continued requests for applications from downtown merchants indicate sufficient
<br />interest to merit an additional appropriation at this time. As you know, we have previously
<br />designated approximately $1.49 million from our recent bond sale for rehabilitative loan pro-
<br />grams of this kind. The additional $200,000 will be loaned to PRHA from these existing bond
<br />proceeds. I~ will be repaid to the City by PRHA in quarterly installments over ten years at
<br />8% interest. '

<br /> Council's favorable consideration of this request is advised based on the proven demand
<br />for the facade improvement loeans, and the continued interest in the Commersial Loan Program."

<br /> On motion of Mr. Beamer and seconded by Mrs. Webb, the following ordinance was approved
<br />on first readlng, and was adopted by unanimous vote:
<br />

<br /> 86-106 Letter from the City Mana[er recommending adoption of an ordinance to amend
<br />Chapter 21 of the City of Portsmouth, Virginia, 1973, by adding thereto Section 21-98.1,
<br />pertaining to police animals.
<br />
<br /> "As you are aware, the Chief of Police has recently established a Mounted Horse Patrol
<br />Unit. Along with our K-9 Corps, this unit utilizes police animals. The current language in
<br />the City Code does not specifically make it illegal to mistreat or touch these animals. Such
<br />mistreatment needlessly exposes the Citizens, officers and animals to potential injury.
<br />
<br /> In order to protect the safety of our citizens as well as the well being of the police
<br />animals, Chief roziol has recommended that the attached ordinance by approved by you, Your
<br />approval would make it illegal to mistreat any police animal or to touch any animal after
<br />being directed not to do so by a police officer.
<br />
<br />I concur with the Chief's recommendation and encourage your approval."
