However,
continued interest in the improvement program has caused an increase in demand for these funds
To date, the Authority has closed 17 !~Ks in the amount of $348,280, and has four loans
pending.

The continued requests for applications from downtown merchants indicate sufficient
interest to merit an additional appropriation at this time. As you know, we have previously
designated approximately $1.49 million from our recent bond sale for rehabilitative loan pro-
grams of this kind. The additional $200,000 will be loaned to PRHA from these existing bond
proceeds. I~ will be repaid to the City by PRHA in quarterly installments over ten years at
8% interest. '

Council's favorable consideration of this request is advised based on the proven demand
for the facade improvement loeans, and the continued interest in the Commersial Loan Program."

On motion of Mr. Beamer and seconded by Mrs. Webb, the following ordinance was approved
on first readlng, and was adopted by unanimous vote:

"AN ORDINANCE TO APPROPRIATE $200,000 FROM THE CAPITAL IMPROVEMENT FUND FOR THE
COMMERCIAL FACADE LOAN PROGR~XI."

86-104 Letter from the City Manager recommending adoption of an ordinance to close a
portion of a 16' alley on the west side of Tyre Neck Road.

"P. Along with our K-9 Corps, this unit utilizes police animals. The current language in
the City Code does not specifically make it illegal to mistreat or touch these animals. Such
mistreatment needlessly exposes the Citizens, officers and animals to potential injury.

In order to protect the safety of our citizens as well as the well being of the police
animals, Chief roziol has recommended that the attached ordinance by approved by you, Your
approval would make it illegal to mistreat any police animal or to touch any animal after
being directed not to do so by a police officer.

I concur with the Chief's recommendation and encourage your approval."
