<br /> WHEREAS, the developer has been informed that approval of a Group Housing Project pur-
<br />suant to 640-55 grants only as exemption from certain requirements for the residences as
<br />stated in said section and does not constitute a waiver of any other requirement embodied in
<br />the subdivision ordinance, zoning ordinance, Code of the City of Portsmouth, Virginia, or any
<br />other applicable local, state or federal law or regulation; and
<br />
<br /> WHEREAS, the develop~r is aware that building permits or any other required permit will
<br />be issued only upon compliance with~the ordinances, laws ore regulations applicable thereto.

<br /> NOW, THEREFORE, BE IT RESOLVED by ~he Council of the City of Portsmouth, Virginia, that
<br />the certain Group Housing Project consisting of forty (40) rental apartment units on an 1.8
<br />acre parcel located on the south side of Turnpike Road west of its intersection with Rodman
<br />Avenue (Tax Map 339, Parcel 6, 7, & 8) and designated as GHP-88-31 is~hereby granted approval
<br />subject to the following terms and conditions:

<br /> 1. The site plan to be made a part hereof is to be revised so as to provide an access
<br />road to connect this Project with the parcels to be developed to the east hereof, such access
<br />road to contain a minimum width of twenty four feet (24') and be located in a central locatioI
<br />of the Project such revised site plan to be submitted to~ the~Engineering and Technical Service
<br />Department for review and approval and same must address drainage for the Project.

<br />2. A final landcaping plan must be submitted to the Department of Planning for review
<br />
<br />and approval.
<br />
<br /> 3. A large passive seating and picnic area is to be provided in the rear portion of the
<br />site and the type of recreational amenities to be included must be submitted to and approved
<br />by the Department of Planning.

<br />"A RESOLUTION GRANTING APPROVAL FOR A GROUP HOUSING PROJECT PURSUANT
<br />TO SECTION 40-55 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973,
<br />SAID PROJECT CONSISTING OF 17 APARTMENT UNITS AT 3711 EURNPIKE ROAD AND
<br />DESIGNATED AS GHP-85-32.

<br /> WHEREAS, Gary L. Frye, by Kirk Berkeley, Architect, has made application pursuant to
<br />§a~-55 of the Code of the City of Portsmouth, Virginia, 1973, for the granting and approval
<br />of a Group Housing Project ccnsisting of seventeen (17[ apartment units at 3711 Turnpike Road
<br />and
<br />
<br /> WHEREAS, the application has been determined by the Planning Commission
<br />requirements of 440-55; and
<br />
<br /> WHEREAS, the Planning Commission has reviewed such application and site
<br />therewith and has recommended conditional approval of said application; and

<br />feet amd designated as GHP-~5-32 is hereby granted approval subject to the following terms an~

<br /> 1. The site plan ~o be made a part hereof is to be revised to show location of an access
<br />road in a central portion of the site to assure connection with the proposed access road ~o be
<br />provided from the properties ~o the west, such site plan to be submitted to the Department of
<br />Engineering & Technical Services for review and approval and to include adequate turn-around
<br />maneuvering space for emergency and sanitation vehicles that mee~s with Fire and Traffic
<br />Engineering Departments approval.

<br /> 2. Landscaping plan including foundation plantings between the parking area and adjacent
<br />buildings to he submitted to the Planning Office for review and approval prior ~o issuance of
<br />building permits."
