Jensen be granted an additior <br />5 minutes, as requested, and was adopted by unanimous vote. ' <br /> <br /> Alan C. Jensen, 700 Boush Street, Norfolk, representing Master Development Corporation, <br />spoke in support of the project and gave a-slide p±esentation. <br /> <br /> Robert Dolsey, 327 High Street, representing Downtown Portsmouth Association, spoke in <br />support of the development and requested that the matter not be delayed. <br /> <br /> The following citizens spoke in opposition of the project: <br /> <br /> Frank Willia~son, 2100 Wyoming Avenue, requested that the waterfront remain in its presen- <br />state. <br /> Motion of Mr. Gray and seconded by Mrs. Lucas, that ~eslie R. French, III, be granted an <br />additional five (S) minutes, as requested, and was adopted by unanimous vote. <br /> <br /> Leslie R. Huntley, 356 Court Street. <br /> Velma Topping, 4618 South Street, representing Westhaven Areas Civic League. <br /> Anna M~Glynn, 56&Middle Street. <br /> Cliff Page, 465 Primrose Street. <br /> <br /> Motion of Mr. Whitlow and seconded by Mrs. Webb, to concur in the recommendation of the <br />City Manager, to defer the matter for thirty (30) days and that the City Manager and PRHA to <br />meet with the developer immediately to explore the areas of concern, to reportkback to Council <br />prior to the thirty day period. : ' <br /> <br />of a <br /> <br />Substitute motion of Mrs. <br />seconded. <br /> <br />Lucas <br /> <br />to deny the recommendation to defer, died due to the lack <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Lucas, to suspend the rules for citizen to speak, <br />and was adopted by unanimous vote. <br /> <br /> Frank Williamson, 2100 Wyoming Avenue, stated that~ the majority of the citizens did not <br />want a building of any type on the waterfront and that the waterfront remain as it is at prese~ <br /> <br /> On motion the matter to be brought back at.the.meeting of May 27,1986, and was adopted <br />by unanimous vote. <br /> <br />- UNFINISHED BUSINESS <br /> <br />Consent Agenda <br /> <br /> ~n motmon of Mr.~Beamez afldcseconded by Mr. Gray, <br />reading at the regular meetin'g of March 25, 1986, ware <br />following vote: <br /> <br />the following items approved on first <br />adopted on final reading, and by the <br /> <br />86-70 - Group housing applications: <br /> <br />(c) <br /> <br />"~ RESOLUTION GRANTING APPROVAL FOR A GROUP HOUSING PROJECT PURSUANT TO <br />SECTION 40-85 OF THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, <br />SAID PROJECT CONSITING OF 40 RENTAL APARTMENT UNITS ON THE SOUTH SIDE <br />OF TURNPIKE ROAD WEST OF ITS INTERSECTION WITH RODMAN AVENU~ AND <br />DESIGNATED AS GHP-85-31. <br /> <br /> WHEREAS, Evans, Majer and Stewart Associates has made application pursuant to ~40-55 of <br />the Code of the City of Portsmouthl Virginia, 1973, for the granting and approval of a Group <br />Housing Project consisting of forty (40) rental apartment units on the 1.8 acre parcel located <br />on the south side of Turnpike Road west of its intersection with Rodman Avenue (Tax Map 539~ <br />Parcel 6, 7, & 8) and designated as GHP-dS-31; and <br /> <br /> WHEREAS, the application has been determined by the Planning Commission to have met the <br />requirements of ~40-58; and <br /> <br /> WHEREAS, the Planning Commission has reviewed such application and site plans submitted <br />therewith and has recommended conditional approval of said application; and <br /> <br /> <br />
