Beamer, Sr., E.; G. Corprew, Jr., J. Robert Gray, <br /> L. Louise Lucas, Gloria O. Webb, Morton V. Whitlow, George L. Hanbury, City Manager, <br /> Steven Lieberman~:~ City Attorney. <br /> <br /> Rev.2.>~. Ernest Hogge, Pastor of Centenary United Methodist Church, opened the meeting <br />with prayer. <br /> <br /> Mayor Holley welcomed all uisitors in attendance. <br /> <br /> Motion of Mr~ Gray and seconded by Mrs. Webb, that <br />at this.'time, and was adopted by unanimous vote. <br /> <br />Item 86-99 <br /> <br />be moved to be considered <br /> <br /> 86-99 - Members of Cradock Chapter 41, Disabled American Veterans, presented the American <br />Flag, State Flag and City Flag to the City Council, to be placed in the Council Chamber. A <br />dedication ceremony was held, followed by the Pledge of Allegiance to the American Flag. <br /> <br /> Mayor Holley accepted the flags on behalf of the Council and expressed appreciation of <br />to the DAV, C~adock Chapter 41, for a most gracious gift to the Portsmouth Family. <br /> <br /> · Mo~ion ef Mr.~:GraTkand seconded by Mrs, Webb:;. minutes Of:';the:.¢~lted meeting O. flMarch 25, <br />~986;~:m~nutes o£ th reguiar:~meetin:g:~of Ma~ch 25, lg86;';:to be. approved as received, and was <br />adopted by unanimous vote. <br /> <br /> 86-100 - Mayor Holley presented to Miss Robin Hannah, "Little Miss Portsmouth 1985, a <br />"Key to the City", a paperweight, and a model of the "Elizabeth River Ferry", in recognition <br />of Robin representing the City of Portsmouth during the year of 1985. <br /> <br /> 86-101 - Mayor Holley recognized students in attendance who will be participating in <br />City Hall Day, April 17, 1986, as members of City Council; also, the Management Team and <br />Student Advisors present tonight. <br /> <br />86-102 - Public Hearing on use permit and group housing applications: <br /> <br />(a) <br /> <br />Use Permit UP 86-2 <br /> <br />- BRIGHTON NEIGHBORHOOD: Use permit application of the <br /> Foundation Boys Academy, by First Hospital Corporation, <br /> contract purchaser, for a private school/residential treat- <br /> ment facility at 1801 Portsmouth Boulevard. <br /> <br /> Motion of Mr. Be~mer and seconded by Mr. Whitlow, that an additional 5 minutes be given <br />to Michael H. Garriott, as requested, and was adopted~by unanimous vote. <br /> <br /> Michael H. Garriott, Suite 870, world' Trade Center, Norfolk, representing First Hospital <br />Corporation, spoke in support of the application with a slide presentation on the technical <br />aspects of the project. <br /> <br /> Motion of Mr. Gray and seconded by Mrs. Webb, that iMr.:'Garriott be granted additional <br />time to complete his presentation, and was adopted by unanimous vote. <br /> <br /> Glenn Yates, Jr., Architect, 445 Middle Street, representing The Yates Group, was present <br />to answer questions. <br /> <br /> Raleigh G. Harsley, 2124 Peach Street, President of Lee Ward Civic League and a member of <br />the Action Committee of the Central Civic Forum, requested more information on the type of a <br />facility to be operated.to be furnished to the Forumi <br /> <br /> Motion of Mr. Gray and seconded by Mrs. l~ebb, that Mr. Garriott be allowed to answe,r <br />Mr.oHarsley's question concerning the individuals to be housed/treated at the facility, and <br />was adopted by unanimous vote. <br /> <br /> Mr. Garriott stated that children/adults who are experiencing minor -:~mCo~ difficult <br />who are not mentally retarded and do not need to be placed in a locked environment, but a <br />school environment where they can be rehabilitated, would be the type of services offered at <br />the facility. <br /> <br />Motion of Mr. Whitlow and seconded by Mrs. Webb, to approve UP 86-2 on first reading. <br /> <br /> Substitute motion of Mr. Corprew and seconded by Mrs. Lucas, to defer UP 86-2 for thirty <br />(30) days, was defeated by the following vote: <br /> <br />Ayes: Beamer, Corprew, Lucas <br />Nays: Gray, Webb, Whitlow, Holtey <br /> <br /> On motion UP 86-2 for a private school/residential treatment facility at 1801 Portsmouth <br />Boulevard, was approved on first reading by the following vote: <br /> <br />Ayes: Beamer, Gray, Webb, Whitlow, Holley <br />Nays: Corprew, Lucas <br /> <br /> Mayor Holley recognized Rannie Ellers and Michael Middleton, Members of Troop 260, Boy <br />Scouts of America, of the Green Acres Presbyterian Church, attending the Council meeting who <br />are working on their merit badge in communications. <br /> <br /> <br />
