October 12, 2021 <br /> <br /> <br />(e) CA-21-04 CITY-WIDE- Ordinance granting the request of the City of <br />Portsmouth to amend City Code Ch. 40.2 Zoning Ordinance to <br />require a Use Permit for the car wash or auto detailing use in all <br />districts that allow this use, including Neighborhood Mixed-Use <br />(NMU), General Mixed-Use (GMU), Light Industrial (IL), Industrial <br />(IN), and Historic Limited Business (HLB). The City of Portsmouth <br />proposes to amend the use-specific standards for the car wash or <br />auto detailing use to ensure the use is compatible with their <br />surroundings. Planning Commission recommends approval. <br /> <br />1. Bob Baldwin, Deputy City Manager, presented the application. <br /> <br />2. Mark Geduldig-Yatrofsky, P. O. Box 50141, voiced his concern with the proposed <br /> use-specific standards for car wash and auto detailing. <br /> <br />3. Sherita Teraply, 917 Green Street, voiced her concern with influx of car washes in <br /> city. <br /> <br />4. Monica Vann, 3105 Arlington Place, voiced her concern with the influx of car washes <br /> in city. <br /> <br />5. Kimberly Thorpe, 917 Green Street, spoke in opposition to more car washes in city. <br /> <br />6. Pamela Wilkins, 805 Elm Street, voiced her concern with the influx of car washes <br /> in city. <br /> <br />Motion by Mr. Barnes, and seconded by Dr. Whitaker, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO AMEND CHAPTER 40.2 OF THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA (2006) PERTAINING TO ZONING FOR THE PURPOSE OF <br />REQUIRING A USE PERMIT FOR THE CAR WASH OR AUTO DETAILING USE IN <br />ALL DISTRICTS THAT ALLOW THE USE AND AMENDING THE APPLICABLE USE- <br />SPECIFIC STANDARDS.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />21 - 304 - Adoption of an ordinance accepting a grant in the amount of $552,761 <br />from the Virginia Department of Criminal Justice Services and appropriating said <br />sum in the FY 2022 Grants Fund for use by the Commonwealth’s Attorney’s Office <br />for the Victim Witness Program. <br /> <br />Background: <br /> <br /> The City of Portsmouth has received a grant from DCJS for <br />continuation funding of the Victim Witness Grant, administered by the <br />Commonwealth’s Attorney’s Office. <br /> <br /> For over 20 years, this grant program has increased in funding, positions, and <br />victim advocacy. The current request within the new funding cycle has afforded this grant <br />an increase from $382,595 (two years ago) to $552,761. <br /> <br /> This program provides for comprehensive information and direct services to crime <br />victims and witnesses. <br /> <br />Discussion: <br /> <br /> The Commonwealth’s Attorney’s Office Victim Witness Grant is approved for <br />seven full-time appointees who will be 100% dedicated to the grant’s objectives. <br /> <br /> It is estimated that this program will serve in excess of 1,400 victims annually. <br /> <br />Financial Impact: <br /> <br /> There is no cash match required by the city. <br /> <br /> <br /> <br /> <br />
