October 12, 2021 <br /> <br />Recommended Action: <br /> <br /> Adoption of ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The continuation of our Victim Witness Program focusing on serving victims of <br />crime in our city. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $552,761 FROM THE <br />VIRGINIA DEPARTMENT OF CRIMINAL JUSTICE SERVICES AND APPROPRIATING <br />SAID SUM IN THE FY 2022 GRANTS FUND FOR USE BY THE COMMONWEALTH’S <br />ATTORNEY’S OFFICE FOR THE VICTIM WITNESS PROGRAM.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 305 - Adoption of a resolution supporting the City of Portsmouth’s FY 2023 <br />Transportation Alternatives Set-Aside Surface Transportation Block Grant Funding <br />Application to the Virginia Department of Transportation. <br /> <br />Background: <br /> <br /> The Virginia Department of Transportation (VDOT) Transportation Alternatives <br />Program provides an opportunity for localities to provide local funds to match federal <br />funds for priority projects. <br /> <br /> The Build One Portsmouth Comprehensive Plan and the City Master <br />Transportation Plan encourage and promote multi-modal corridors and increased <br />accessibility on local roadways. <br /> <br />Discussion: <br /> <br /> VDOT issues a call to localities (biennial) to submit Transportation Alternatives <br />(TA) Program applications for qualifying projects in advance of its budget discussions. <br /> <br /> City staff identifies projects and submits the required applications and other <br />supporting materials to VDOT for consideration. <br /> <br /> A resolution from City Council outlining the request to participate and its support <br />for the project is required as part of the application process. <br /> <br /> The Portsmouth Pedestrian Enhancement Project Phase 2 will provide various <br />pedestrian improvements at five locations identified by staff that serve bus stops, school <br />zones and other retail service centers. <br /> <br /> The project includes pedestrian beacons, high-visibility crosswalks, ADA ramps <br />and sidewalk connections. <br /> <br />Financial Impact: <br /> <br /> TA Program Funding requires a 20% local match. <br /> <br /> The project estimate for the Portsmouth Pedestrian Enhancement Project Phase <br />2 is $1,453,257. <br /> <br /> This requires a local match in the FY2023 CIP of $363,314. <br /> <br /> City Staff is also pursuing additional funding opportunities for these projects.
