October 12, 2021 Next Steps Following Council Action:  The Portsmouth Health Department will provide the required services.  The City will fund the required local share through quarterly payments.  A balance of $86,665 that was originally appropriated to the Health Department category of the FY 2022 General Fund Budget, but is not required for the local share, will be transferred by Finance to the Non-Departmental category of the FY 2022 General Fund Budget for future use as appropriate. Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to adopt the following resolution, and was adopted by the following vote: “RESOLUTION AUTHORIZING THE EXECUTION OF THE FISCAL YEAR 2022 AGREEMENT WITH THE VIRGINIA DEPARTMENT OF HEALTH FOR FUNDING AND SERVICES OF THE PORTSMOUTH HEALTH DEPARTMENT. WHEREAS, the Virginia Department of Health provides annual funding for the Portsmouth Health Department; and WHEREAS, the estimated amount of funding to be provided by VDH for Fiscal Year 2022 is $2,253,735; and WHEREAS, as a condition of receiving the state funding, the City is required to enter into an Agreement with the Virginia Department of Health to govern the funding and services provided, and to provide local matching funding; and WHEREAS, the estimated local matching funding required for Fiscal Year 2022 is $1,157,191, which amount has previously been appropriated in the FY 2022 General Fund Budget; and WHEREAS, the Portsmouth Health Department provides crucial health services for Portsmouth residents; NOW THEREFORE BE IT RESOLVED that the Council of the City of Portsmouth, Virginia approves and authorizes the FY 2022 Agreement with the Virginia Department of Health for Funding and Services of the Portsmouth Health Department in substantially the form attached hereto as Exhibit A; and BE IT FURTHER RESOLVED that the City Manager is authorized to execute and deliver the said Agreement and to take such additional actions as are necessary or desirable in furtherance of the purposes of this Resolution and the Agreement.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None - New Business - 21 - 307 - Boards and Commissions There were no appointments. 21 - 308 - Items Submitted by Council Members Ms. Lucas-Burke informed citizens and City Council of Breast Cancer Awareness for  the month of October and asked that solidarity be shown by wearing pink and getting involved in events this month. Dr. Whitaker asked City Manager Jones if she was aware of authority granted to the  City Manager allowing for the transferring of 700 Crawford Street by the Economic Development Authority without consulting with the City Council.  City Manager Jones informed City Council she would look at the documentation and report back.
