October 12, 2021 <br /> <br />Next Steps Following Council Action: <br /> <br /> The Portsmouth Health Department will provide the required services. <br /> <br /> The City will fund the required local share through quarterly payments. <br /> <br /> A balance of $86,665 that was originally appropriated to the Health Department <br />category of the FY 2022 General Fund Budget, but is not required for the local share, will <br />be transferred by Finance to the Non-Departmental category of the FY 2022 General <br />Fund Budget for future use as appropriate. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Battle, to adopt the following <br />resolution, and was adopted by the following vote: <br /> <br />“RESOLUTION AUTHORIZING THE EXECUTION OF THE FISCAL YEAR 2022 <br />AGREEMENT WITH THE VIRGINIA DEPARTMENT OF HEALTH FOR FUNDING AND <br />SERVICES OF THE PORTSMOUTH HEALTH DEPARTMENT. <br /> <br /> WHEREAS, <br />the Virginia Department of Health provides annual funding for the <br />Portsmouth Health Department; and <br /> <br />WHEREAS, <br /> the estimated amount of funding to be provided by VDH for Fiscal <br />Year 2022 is $2,253,735; and <br /> <br />WHEREAS, <br /> as a condition of receiving the state funding, the City is required to <br />enter into an Agreement with the Virginia Department of Health to govern the funding and <br />services provided, and to provide local matching funding; and <br /> <br />WHEREAS, <br /> the estimated local matching funding required for Fiscal Year 2022 is <br />$1,157,191, which amount has previously been appropriated in the FY 2022 General <br />Fund Budget; and <br /> <br />WHEREAS, <br /> the Portsmouth Health Department provides crucial health services <br />for Portsmouth residents; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> that the Council of the City of Portsmouth, <br />Virginia approves and authorizes the FY 2022 Agreement with the Virginia Department <br />of Health for Funding and Services of the Portsmouth Health Department in substantially <br />the form attached hereto as Exhibit A; and <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager is authorized to execute and <br />deliver the said Agreement and to take such additional actions as are necessary or <br /> <br />desirable in furtherance of the purposes of this Resolution and the Agreement.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />- New Business - <br /> <br />21 - 307 - Boards and Commissions <br /> <br />There were no appointments. <br /> <br />21 - 308 - Items Submitted by Council Members <br /> <br /> Ms. Lucas-Burke informed citizens and City Council of Breast Cancer Awareness for <br /> <br />the month of October and asked that solidarity be shown by wearing pink and getting <br />involved in events this month. <br /> <br /> Dr. Whitaker asked City Manager Jones if she was aware of authority granted to the <br /> <br />City Manager allowing for the transferring of 700 Crawford Street by the Economic <br />Development Authority without consulting with the City Council. <br /> <br /> <br />City Manager Jones informed City Council she would look at the documentation <br />and report back. <br /> <br /> <br /> <br /> <br />
