October 12, 2021 <br /> <br />“RESOLUTION SUPPORTING THE CITY OF PORTSMOUTH’S FY 2023 <br />TRANSPORTATION ALTERNATIVES SET-ASIDE SURFACE TRANSPORTATION <br />BLOCK GRANT FUNDING APPLICATION TO THE VIRGINIA DEPARTMENT OF <br />TRANSPORTATION. <br /> <br /> WHEREAS, <br />the City Council of the City of Portsmouth, Virginia desires to submit <br />an application for an allocation of funds up to $1,453,257 through the Virginia Department <br />of Transportation Fiscal Year 2023 Transportation Alternatives Set-Aside Surface <br />Transportation Block Grant Funding Program; and <br /> <br />WHEREAS, <br /> all $1,453,257 of these funds are requested to fund the Portsmouth <br />Pedestrian Enhancement Project Phase 2 at five locations that serve bus stops, school <br />zones and other retail service centers; and <br /> <br />WHEREAS, <br /> the City Council of the City of Portsmouth, Virginia hereby supports <br />this application for an allocation of $1,453,257 through the Virginia Department of <br />Transportation Fiscal Year 2023 Transportation Alternatives Set-Aside Surface <br />Transportation Block Grant Funding Program; <br /> <br />NOW THEREFORE BE IT RESOLVED <br /> by the Council of the City of Portsmouth, <br />Virginia that it hereby commits to fund its local share of preliminary engineering, right-of- <br />way and construction (as applicable) of the project under agreement with the Virginia <br />Department of Transportation in accordance with the project financial documents; <br /> <br />BE IT FURTHER RESOLVED <br /> that the City Manager is authorized to execute all <br />agreements and/or addenda for any approved projects with the Virginia Department of <br /> <br />Transportation.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 306 - Adoption of a resolution authorizing the execution of the Fiscal Year 2022 <br />Agreement with the Virginia Department of Health for funding and services for the <br />Portsmouth Health Department. <br /> <br />Background: <br /> <br /> The Portsmouth Health Department provides health services for <br />Portsmouth residents, including screenings, immunizations, education, and <br />inspections. <br /> <br /> The Virginia Department of Health (VDH) provides annual funding for <br />the Portsmouth Health Department. <br /> <br /> As a condition of receiving state funding, the City is required to enter into an <br />annual Agreement with VDH. <br /> <br /> The Agreement specifies the minimum services to be provided by the Health <br />Department and obligates the City to contribute local share funding for the Department. <br /> <br />Discussion: <br /> <br /> VDH has provided the City with the form agreement for FY 2022. <br /> <br /> Under the Agreement, VDH will provide an estimated $2,253,735 in state funding <br />and the City will provide an estimated $1,157,191 in local funding. <br /> <br /> As part of the adoption of the FY 2022 General Fund budget, the City <br />appropriated the local match funding required by the Agreement. <br /> <br />Financial Impact <br /> <br /> The City has previously appropriated the required local share. <br /> <br />Recommended Action: <br /> <br /> Adoption of the resolution. <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
