October 12, 2021 <br /> <br /> Dr. Whitaker asked that Interim City Attorney Stromberg look at Resolution 14-28, <br /> <br />adopted on September 9, 2014, and any other preceding resolutions that could be <br />interpreted as granting authority to the City Manager to sell property without consulting <br />City Council and provide a report back. He also asked that City Council rescind that <br />authority. <br /> <br /> Mr. Moody voiced his concern with the theft of catalytic converters in the city. He <br /> <br />asked that scrap yards be mandated to ask for proof of where a catalytic converter <br />was obtained and that a fine be imposed on those that accept stolen catalytic <br />converters. He also asked for and received a consensus of City Council to have staff <br />come back with recommendations on how to control this issue. <br /> <br /> Vice Mayor Barnes spoke on the following: <br /> <br /> <br />-Fire Academy Commencement Ceremony. <br /> <br />-Virginia Municipal League Annual Conference. <br /> <br />-Continued violence in city. <br /> <br /> Vice Mayor Barnes asked for a comprehensive plan on all the recreation facilities. <br /> <br /> <br /> Mayor Glover spoke on the following: <br /> <br /> <br />-Thanked Vice Mayor Barnes for conducting meeting in his absence. <br /> <br />-Participation in the Harvard Bloomberg City Leadership Initiative. <br /> <br /> Mayor Glover informed citizens and City Council of the goal reached by Tyrone and <br /> <br />Pat Hines of $15,000 for the Legacy Learning Scholarship Fund. <br /> <br /> Mr. Moody asked that staff report back on the changes in parking signage and fee <br /> <br />requirements at the Kings Square lot. Asked that staff bring back information on what <br />changes were made, who implemented changes, and under what conditions will the <br />lot be utilized. <br /> <br />21 - 309 - Report on Pending Items <br /> <br /> <br /> Bernadette Hogge, Ombudsman, gave an update on items of concern presented by <br />citizens at the September 28, 2021, City Council Meeting. <br /> <br />21 - 310 - Non-Agenda Speakers <br /> <br />1. Sherita Teraply, 917 Green Street, voiced her concern with the many issues that are <br />facing youth today. <br /> <br />2. Gary Bahena, 428 North Street, spoke on Paddle Battle event. Thanked Mayor and <br /> numerous staff members for their help in planning event. He also asked for minority <br /> participation in the oral history project seeking multi-generations that have worked at <br /> the shipyard. <br /> <br />3. Catrina Smith, 701 Bold Street, voiced her concern with the gun violence and asked <br /> for the plan of action. <br /> <br />4. Freddie Taylor, 5724 Hawthorne Lane, voiced his concern with the gun violence and <br /> asked for the plan of action. <br /> <br />5. Elliott Hill, 100 Stratford Street, asked that City Council work with community <br /> organizations to implement ways they can better serve youth in the city. <br /> <br />6. Mark Geduldig-Yatrofsky, P. O. Box 50141, asked when the voting board will be <br /> utilized again. He also asked for a way to allow for virtual participation by citizens, and <br /> inquired about the status of City Attorney search. <br /> <br />7. Walter Carter, 1401 Watts Avenue, voiced his concern with ongoing issues regarding <br /> a business in his neighborhood. <br /> <br /> <br /> <br /> <br /> <br />
