September 28, 2021 <br /> <br />21 - 288 - Adoption of an ordinance: (1) transferring and appropriating $1,150,000 <br />in appropriation authority from the West Norfolk Water Upgrade Project in the FY <br />2022 Public Utilities Capital Improvement Fund Budget to the Low Pressure <br />Transmission Main Project in the FY 2022 Public Utilities Capital Improvement <br />Fund Budget; and (2) transferring and appropriating $1,150,000 from the West <br />Norfolk Water Upgrade Project to one or more School categories of the FY 2022 <br />Capital Improvement Fund Budget. <br /> <br />Background: <br /> <br /> By Ordinance 2020-109 adopted on October 27, 2020, City Council established a <br />project called the West Norfolk Water Upgrade Project in the Public Utilities Capital <br />Improvement Fund and funded the project through: (1) the transfer of $1,150,000 in <br />appropriation authority from the Low Pressure Transmission Main Project in the Public <br />Utilities Capital Improvement Fund; and (2) the appropriation and transfer of an additional <br />$1,150,000 in Fund Balance from the General Fund. <br /> <br /> It is proposed to transfer the funding originally appropriated to the Water Upgrade <br />Project to other uses. <br /> <br />Discussion: <br /> <br /> Because the $1,150,000 in appropriation authority transferred from the Low <br />Pressure Transmission Main project was originally Public Utilities funding, it can only be <br />transferred to Public Utilities projects. Therefore, it is proposed to transfer this <br /> <br />appropriation authority back to the Low Pressure Transmission Main project. <br /> <br /> It is proposed to transfer the remaining $1,150,000 (which originally came from <br />Fund Balance) to the “Future School Improvements” category of the Capital Improvement <br /> <br />Fund. <br /> <br /> The “Future School Improvements” category of the Capital Improvement Fund is <br /> <br />for repairs and improvements to existing school facilities and grounds. <br /> <br />Financial Impact: <br /> <br /> The funds transferred by this ordinance are already appropriated, so there is no <br /> <br />impact to fund balance or the total overall funding in the FY 2022 budgets. <br /> <br />Recommended Action: <br /> <br /> <br /> Adoption of the Ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> Finance will make the necessary budget adjustments. <br /> <br /> Staff will proceed with the Churchland Middle and Manor High restroom <br /> <br />improvements. <br /> <br /> <br />1. Donna Sayegh, 3104 Garland Drive, spoke in opposition to the transferring of funds. <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Dr. Whitaker, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE: (1) TRANSFERRING AND APPROPRIATING $1,150,000 IN <br />APPROPRIATION AUTHORITY FROM THE WEST NORFOLK WATER UPGRADE <br />PROJECT IN THE FY 2022 PUBLIC UTILITIES CAPITAL IMPROVEMENT FUND <br />BUDGET TO THE LOW PRESSURE TRANSMISSION MAIN PROJECT IN THE FY <br />2022 PUBLIC UTILITIES CAPITAL IMPROVEMENT FUND BUDGET; AND (2) <br />TRANSFERRING AND APPROPRIATING $1,150,000 FROM THE WEST NORFOLK <br />WATER UPGRADE PROJECT TO THE SCHOOL IMPROVEMENTS CATEGORY OF <br />THE FY 2022 CAPITAL IMPROVEMENT FUND BUDGET.” <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Barnes <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
