September 28, 2021

21 - 289 - Adoption of an ordinance to re-appropriate unexpended funds in the
amount of $8,002,867 from the FY 2021 Portsmouth Public Schools General Fund
Budget as follows: $3,602,867 to the FY 2022 Portsmouth Public Schools General
Fund Budget; $2,000,000 to the FY 2022 Portsmouth Public Schools Textbook Fund
Budget; and $2,400,000 to the FY 2022 Portsmouth Public Schools Food Service
Fund Budget.

Background:


On May 11, 2021, City Council appropriated $168,076,770 for the FY 2022
General Fund for the Portsmouth Public Schools.

On September 2, 2021, The Portsmouth Public School Board adopted a
Resolution requesting that City Council re-appropriate funding from the FY 2021 PPS
General Fund Budget in the preliminary amounts of $502,867 of encumbered but
unexpended funds and $8,966,520 of unspent/unencumbered carryover funds for a total
re-appropriation of $9,469,387.

Of the total requested re-appropriation, the amount of $1,466,520 was intended
for HVAC repairs and Athletic Facilities Renovation. These are capital projects handled
through the City budget, and the City intends to use American Rescue Plan Act money to
fund them rather than re-appropriated FY 2021 money. Therefore, the re-appropriation
request has been reduced by $1,466,520.

Of the total requested re-appropriation, the amount of $2,000,000 is intended for
textbooks and the amount of $2,400,000 is intended for food services. Therefore, these
amounts will be appropriated to the FY 2022 PPS Textbook Fund and the FY 2022 PPS
Food Service Fund, respectively, rather than to the FY 2022 PPS General Fund.

Discussion:

City Council Ordinance 2020-38 states “all unspent appropriations under this
ordinance or any ordinance appropriating funds for the FY 2021 Portsmouth Public
Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 of
the Code of Virginia. Funds encumbered but unpaid by the end of the fiscal year will be

deemed unspent appropriations that will require re-appropriations by the City Council.”

Re-appropriation Request of Encumbered Funds: PPS is requesting the re-
appropriation of encumbered funds in the preliminary amount of $502,867 related to the
following:
Approximately $385,000 for athletic equipment and school furniture replacement.
o
Approximately $118,000 for contracted building services and instructional
o
supplies.

Re-appropriation Request of Unspent/Carryforward Funds: PPS is requesting
the re-appropriation of unspent/unencumbered funds in the preliminary amount of
$8,966,520. PPS is requesting to use these funds in the following areas:
$2,000,000 to supplement the FY 2022 Textbook Fund;
o
$2,400,000 to supplement the FY 2022 Food Service Fund;
o
$1,500,000 to purchase new school buses;
o
$1,000,000 for renovations and expenditures necessary for the 3 renamed
o
schools;
$600,000 to replace operations vehicles and heavy equipment that are at the end
o
of their life cycles;
$1,000,000 for HVAC repairs and maintenance; and
o
$466,520 for Athletic Facilities Renovations.
o

As noted in the “Background” section above, the $1,466,520 for HVAC repairs and
Athletic Facilities Renovations will be handled through the City budget using ARPA
funding, and therefore will not be re-appropriated to the PPS General Fund Budget.

As further noted in the “Background” section above, the $2,000,000 for textbooks
will be appropriated to the PPS Textbook Fund Budget rather than to the General Fund,
and the $2,400,000 for food service will be appropriated to the PPS Food Service Fund
rather than the General Fund.

Therefore, the proposed re-appropriations to PPS are as follows: $3,602,867 to
the FY 2022 PPS General Fund (this includes the encumbered but unexpended funds,
the school bus purchases, the renamed school expenditures, and the operations vehicles
and equipment); $2,000,000 to the FY 2022 PPS Textbook Fund; and $2,400,000 to the
FY 2022 PPS Food Service Fund.
