<br />21 - 289 - Adoption of an ordinance to re-appropriate unexpended funds in the  
<br />amount of $8,002,867 from the FY 2021 Portsmouth Public Schools General Fund  
<br />Budget as follows: $3,602,867 to the FY 2022 Portsmouth Public Schools General  
<br />Fund Budget; $2,000,000 to the FY 2022 Portsmouth Public Schools Textbook Fund  
<br />Budget; and $2,400,000 to the FY 2022 Portsmouth Public Schools Food Service  
<br />Fund Budget.

<br />Background: 
<br />  
<br /> 
<br /> On May 11, 2021, City Council appropriated $168,076,770 for the FY 2022  
<br />General Fund for the Portsmouth Public Schools.  
<br /> 
<br /> On September 2, 2021, The Portsmouth Public School Board adopted a  
<br />Resolution requesting that City Council re-appropriate funding from the FY 2021 PPS  
<br />General Fund Budget in the preliminary amounts of $502,867 of encumbered but  
<br />unexpended funds and $8,966,520 of unspent/unencumbered carryover funds for a total  
<br />re-appropriation of $9,469,387.  
<br /> 
<br /> Of the total requested re-appropriation, the amount of $1,466,520 was intended  
<br />for HVAC repairs and Athletic Facilities Renovation.  These are capital projects handled  
<br />through the City budget, and the City intends to use American Rescue Plan Act money to  
<br />fund them rather than re-appropriated FY 2021 money.  Therefore, the re-appropriation  
<br />request has been reduced by $1,466,520.  
<br /> 
<br /> Of the total requested re-appropriation, the amount of $2,000,000 is intended for  
<br />textbooks and the amount of $2,400,000 is intended for food services.  Therefore, these  
<br />amounts will be appropriated to the FY 2022 PPS Textbook Fund and the FY 2022 PPS  
<br />Food Service Fund, respectively, rather than to the FY 2022 PPS General Fund.

<br />Discussion:  
<br /> 
<br /> City Council Ordinance 2020-38 states “all unspent appropriations under this  
<br />ordinance or any ordinance appropriating funds for the FY 2021 Portsmouth Public  
<br />Schools budgets shall lapse at the end of the fiscal year, as provided under 22.1-100 of  
<br />the Code of Virginia.  Funds encumbered but unpaid by the end of the fiscal year will be  
<br />  
<br />deemed unspent appropriations that will require re-appropriations by the City Council.” 
<br /> 
<br /> Re-appropriation Request of Encumbered Funds:   PPS is requesting the re- 
<br />appropriation of encumbered funds in the preliminary amount of $502,867 related to the  
<br />following:  
<br /> Approximately $385,000 for athletic equipment and school furniture replacement.  
<br />o 
<br /> Approximately $118,000 for contracted building services and instructional  
<br />o 
<br />supplies.  
<br /> 
<br /> Re-appropriation Request of Unspent/Carryforward Funds:    PPS is requesting  
<br />the re-appropriation of unspent/unencumbered funds in the preliminary amount of  
<br />$8,966,520.  PPS is requesting to use these funds in the following areas:  
<br /> $2,000,000 to supplement the FY 2022 Textbook Fund;  
<br />o 
<br /> $2,400,000 to supplement the FY 2022 Food Service Fund;  
<br />o 
<br /> $1,500,000 to purchase new school buses;   
<br />o 
<br /> $1,000,000 for renovations and expenditures necessary for the 3 renamed  
<br />o 
<br />schools;  
<br /> $600,000 to replace operations vehicles and heavy equipment that are at the end  
<br />o 
<br />of their life cycles;   
<br /> $1,000,000 for HVAC repairs and maintenance; and   
<br />o 
<br /> $466,520 for Athletic Facilities Renovations.

<br /> 
<br /> As noted in the “Background” section above, the $1,466,520 for HVAC repairs and  
<br />Athletic Facilities Renovations will be handled through the City budget using ARPA  
<br />funding, and therefore will not be re-appropriated to the PPS General Fund Budget.  
<br /> 
<br /> As further noted in the “Background” section above, the $2,000,000 for textbooks  
<br />will be appropriated to the PPS Textbook Fund Budget rather than to the General Fund,  
<br />and the $2,400,000 for food service will be appropriated to the PPS Food Service Fund  
<br />rather than the General Fund.

<br /> Therefore, the proposed re-appropriations to PPS are as follows: $3,602,867 to  
<br />the FY 2022 PPS General Fund (this includes the encumbered but unexpended funds,  
<br />the school bus purchases, the renamed school expenditures, and the operations vehicles  
<br />and equipment); $2,000,000 to the FY 2022 PPS Textbook Fund; and $2,400,000 to the  
<br />FY 2022 PPS Food Service Fund.
