September 28, 2021 <br /> <br />At a Regular Meeting of the City Council on Tuesday, September 28, 2021, there <br />were present: <br /> <br />Vice Mayor De’Andre A. Barnes, William E. Moody, Jr., Lisa L. Lucas-Burke, Dr. Mark M. <br />Whitaker, Paul J. Battle, Christopher L. Woodard, Jr., City Manager Angel L. Jones, <br />Interim City Attorney Burle U. Stromberg. <br /> <br />Vice Mayor Barnes asked for a moment of silence which was followed by the <br />Pledge of Allegiance to the Flag. <br /> <br /> Vice Mayor Barnes called the meeting to order and welcomed all in attendance. <br /> <br /> Motion by Mr. Moody, and seconded by Ms. Lucas-Burke, to adopt the minutes of <br />a Called Meeting of September 14, 2021, and of a Regular Meeting of September 14, <br />2021, and was adopted by the following vote: <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Barnes <br />Nays: None <br /> <br />- City Manager’s Report - <br /> <br />21 - 287 - Adoption of an ordinance accepting Substance Abuse Block Grant <br />funding from the Virginia Department of Behavioral Health and Developmental <br />Services in the amount of $107,925 and appropriating said amount in the FY 2022 <br />Behavioral Healthcare Service Fund for substance abuse prevention. <br /> <br />Background: <br /> <br /> The Substance Abuse Block Grant Funding is to support additional allowable <br />services for Substance Abuse Prevention and Treatment. <br /> <br />Discussion: <br /> <br /> The Virginia Department of Behavioral Health and Developmental Services <br />awarded $107,925 in FY22 Substance Abuse Block Grant Funding. This will allow <br />Behavioral Healthcare Services to offer substance abuse services to individuals with a <br />substance use disorder who may not have insurance, or their coverage has lapsed. The <br />targeted populations are pregnant and parenting women and intravenous (IV) drug users. <br /> <br />Financial Impact: <br /> <br /> <br /> No local match is required as a condition of the funding. <br /> <br />Recommended Action: <br /> <br /> <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> <br /> <br /> The Finance Department will make the necessary budget adjustment. <br /> <br />Motion by Dr. Whitaker, and seconded by Ms. Lucas-Burke, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING SUBSTANCE ABUSE BLOCK GRANT FUNDING FROM <br />THE VIRGINIA DEPARTMENT OF BEHAVIORAL HEALTH AND DEVELOPMENTAL <br />SERVICES IN THE AMOUNT OF $107,925 AND APPROPRIATING SAID AMOUNT IN <br />THE FY 2022 BEHAVIORAL HEALTHCARE SERVICE FUND FOR SUBSTANCE <br />ABUSE PREVENTION.” <br /> <br />Ayes: Battle, Lucas-Burke, Moody, Whitaker, Woodard, Barnes <br />Nays: None <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br /> <br />
