September 14, 2021 Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 21 - 271 - Adoption of an ordinance accepting a grant in the amount of $22,319 from the U.S. Department of Transportation National Highway Traffic Safety Administration through the Virginia Highway Safety Office and appropriating said funds in the FY 2022 Grants Fund for use by the Portsmouth Police Department to deter speeding. Background:  The Portsmouth Police Department has been awarded grant funding in the amount of $22,319from the US Department of Transportation (DOT) National Highway Traffic Safety Administration (NHTSA) through the Virginia Highway Safety Office (VHSO).  Estimated revenue in the FY 2022 Grants Fund is increased by $22,319. Discussion:  By utilizing high visibility saturation patrols focusing on frequent speed related crash locations at specific times and days of the week, the Portsmouth Police Department will work to decline our speed related crash stats. With equipment requested in this grant, we hope to have more tools deployable for officers who work the Speed Grant. These officers will use these tools to address speeding issues, educate the motoring public, and correct bad behavior.  The funds received will enable Portsmouth Police Department to provide overtime payments for conducting checkpoints and problem area saturation patrols, and to purchase associated equipment. Financial Impact:  The grant award amount of $22,319 by the DOT NHTSA through the VHSO provides funding for the Portsmouth Police Department.  The City does have to provide an in-kind match of $11,159.50, which match will be satisfied with previously budgeted fuel and vehicle maintenance costs. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the necessary budget adjustment. In addition, the Chief of Police or his designee will provide grant management and oversight. 1. Donna Sayegh, 3104 Garland Drive, asked for the income and expense report on how funds are being spent. Motion by Ms. Lucas-Burke, and seconded by Mr. Moody, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $22,319 FROM THE U.S. DEPARTMENT OF TRANSPORTATION NATIONAL HIGHWAY TRAFFIC SAFETY ADMINISTRATION THROUGH THE VIRGINIA HIGHWAY SAFETY OFFICE AND APPROPRIATING SAID FUNDS IN THE FY 2022 GRANTS FUND FOR USE BY THE PORTSMOUTH POLICE DEPARTMENT TO DETER SPEEDING.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 21 - 272 - Adoption of an ordinance accepting System Transformation Excellence and Performance Funding from the Virginia Department of Behavioral Health and Developmental Services in the amount of $454,663 and appropriating said amount in the FY 2022 Behavioral Healthcare Service Fund for STEP-VA outpatient children’s services.
