September 14, 2021 <br /> <br />Motion by Ms. Lucas-Burke, and seconded by Mr. Barnes, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE ACCEPTING A GRANT IN THE AMOUNT OF $33,436 FROM THE U.S. <br />DEPARTMENT OF TRANSPORTATION NATIONAL HIGHWAY TRAFFIC SAFETY <br />ADMINISTRATION THROUGH THE VIRGINIA HIGHWAY SAFETY OFFICE AND <br />APPROPRIATING SAID FUNDS IN THE FY 2022 GRANTS FUND FOR USE BY THE <br />PORTSMOUTH POLICE DEPARTMENT TO DETER DRIVING UNDER THE <br />INFLUENCE.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 270 - Adoption of an ordinance accepting a grant in the amount of $6,958 from <br />the U.S. Department of Transportation National Highway Traffic Safety <br />Administration through the Virginia Highway Safety Office and appropriating said <br />funds in the FY 2022 Grants Fund for use by the Portsmouth Police Department to <br />increase usage of occupant restraints in vehicles. <br /> <br />Background: <br /> <br /> The Portsmouth Police Department has been awarded grant funding in the amount <br /> <br />of $6,958from the US Department of Transportation (DOT) National Highway Traffic <br />Safety Administration (NHTSA) through the Virginia Highway Safety Office (VHSO). <br /> <br /> Estimated revenue in the FY 2022 Grants Fund is increased by $6,958. <br /> <br />Discussion: <br /> <br /> The Portsmouth Police Department intends to use high visibility patrols year-round <br />in addition to participating in November and May click it or ticket to see a decrease in our <br />unrestrained fatal and unrestrained crashes. We would like to see a city-wide seatbelt <br />usage rate of 90%. Through educating motorists and conducting enforcement with the <br />help of DMV, we believe that we will continue to see a decline in unrestrained incidents. <br /> <br /> The funds received will enable Portsmouth Police Department to provide overtime <br />payments for conducting checkpoints and problem saturation patrols. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount of $6,958 by the DOT NHTSA through the VHSO <br />provides funding for the Portsmouth Police Department. <br /> <br /> The City does have to provide an in-kind match of $3,479, which match will be <br />satisfied by previously budgeted fuel and vehicle maintenance costs. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or his designee will provide grant management and oversight. <br /> <br />1.
