Donna Sayegh, 3104 Garland Drive, asked for the income and expense report on <br />how funds are being spent. <br /> <br />Motion by Mr. Barnes, and seconded by Mr. Battle, to adopt the following <br />ordinance, and was adopted by the following vote: <br /> <br />“ORDINANCE TO ACCEPT $25,856.06 RECEIVED VIA THE CIRCUIT AND GENERAL <br />DISTRICT COURTS AND TO APPROPRIATE SAID AMOUNT IN THE FY 2022 <br />GENERAL FUND BUDGET FOR USE BY THE PORTSMOUTH SHERIFF’S OFFICE <br />TO SUPPORT THE TRAINING ACADEMY.” <br /> <br />Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover <br />Nays: None <br /> <br />21 - 269 - Adoption of an ordinance accepting a grant in the amount of $33,436 from <br />the U.S. Department of Transportation National Highway Traffic Safety <br />Administration through the Virginia Highway Safety Office and appropriating said <br />funds in the FY 2022 Grants Fund for use by the Portsmouth Police Department to <br />deter driving under the influence. <br /> <br />Background: <br /> <br /> The Portsmouth Police Department has been awarded grant funding in the amount <br />of $33,436.00 from the US Department of Transportation (DOT) National Highway Traffic <br />Safety Administration (NHTSA) through the Virginia Highway Safety Office (VHSO). <br /> <br /> Estimated revenue in the FY 2022 Grants Fund is increased by $33,436. <br /> <br />Discussion: <br /> <br /> The PPD will utilize a multi-faceted approach to improve traffic safety in the city. It <br />is certain that alcohol is among one of the major factors contributing to personal injuries <br />resulting from vehicular crashes. Through these increased enforcement and educational <br />efforts, we intend to significantly reduce Driving Under the Influence (DUI) and reduce <br />crashes that have the potential of death and serious injuries. <br /> <br /> The funds received will enable the Portsmouth Police Department to provide <br />overtime payments for conducting checkpoints and problem area saturation patrols, and <br />to purchase associated equipment. <br /> <br />Financial Impact: <br /> <br /> <br /> The grant award amount of $33,436.00 by the DOT NHTSA through the VHSO <br />provides funding for the Portsmouth Police Department. <br /> <br /> The City does have to provide an in-kind match of $16,718, which match will be <br />satisfied by previously budgeted funding for fuel and vehicle maintenance costs. <br /> <br />Recommended Action: <br /> <br /> Adoption of the ordinance. <br /> <br />Next Steps Following Council Action: <br /> <br /> The Finance Department will make the necessary budget adjustment. In addition, <br />the Chief of Police or his designee will provide grant management and oversight. <br /> <br />1.
