Motion by Mr. Barnes, and seconded by Mr. Battle, to adopt the following ordinance, and was adopted by the following vote: “ORDINANCE TO ACCEPT $25,856.06 RECEIVED VIA THE CIRCUIT AND GENERAL DISTRICT COURTS AND TO APPROPRIATE SAID AMOUNT IN THE FY 2022 GENERAL FUND BUDGET FOR USE BY THE PORTSMOUTH SHERIFF’S OFFICE TO SUPPORT THE TRAINING ACADEMY.” Ayes: Barnes, Battle, Lucas-Burke, Moody, Whitaker, Woodard, Glover Nays: None 21 - 269 - Adoption of an ordinance accepting a grant in the amount of $33,436 from the U.S. Department of Transportation National Highway Traffic Safety Administration through the Virginia Highway Safety Office and appropriating said funds in the FY 2022 Grants Fund for use by the Portsmouth Police Department to deter driving under the influence. Background:  The Portsmouth Police Department has been awarded grant funding in the amount of $33,436.00 from the US Department of Transportation (DOT) National Highway Traffic Safety Administration (NHTSA) through the Virginia Highway Safety Office (VHSO).  Estimated revenue in the FY 2022 Grants Fund is increased by $33,436. Discussion:  The PPD will utilize a multi-faceted approach to improve traffic safety in the city. It is certain that alcohol is among one of the major factors contributing to personal injuries resulting from vehicular crashes. Through these increased enforcement and educational efforts, we intend to significantly reduce Driving Under the Influence (DUI) and reduce crashes that have the potential of death and serious injuries.  The funds received will enable the Portsmouth Police Department to provide overtime payments for conducting checkpoints and problem area saturation patrols, and to purchase associated equipment. Financial Impact:  The grant award amount of $33,436.00 by the DOT NHTSA through the VHSO provides funding for the Portsmouth Police Department.  The City does have to provide an in-kind match of $16,718, which match will be satisfied by previously budgeted funding for fuel and vehicle maintenance costs. Recommended Action:  Adoption of the ordinance. Next Steps Following Council Action:  The Finance Department will make the necessary budget adjustment.
